“后勤”，是军队、军工单位、科研单位、高校等后方勤务的简称。它是军
队用于军队保障单位的军事概念和军事术语。它在现代汉语词典的表述：“是指
后方对前方的一切供应工作。也指机关、团体中的行政事务性工作”。

传统航天单位后勤是原有的经济体制时期的特殊条件下所诞生的，它的存在
应该有这么几个前提：行政管理下的条块分割和计划经济所产生的行政一把手说
了算的模式；生产力水平不足和大锅饭的供给制；干好干坏都由国家与单位买单
的分配制度；工资制度依然体现着所谓的“社会主义优越性”的高福利和追求相
对公平的低水平。

随着我国市场经济体制的不断完善，后勤在社会中生产生活方式发生了翻天
覆地的变化，改革成为后勤发展必由之路。

本文阐述了为使航天后勤改革能够彻底改变发展不均等、发展不到位、发展
没方向的问题，就要将以往工作中的后勤发展过程中出现的问题进行分析，并上
升到理论的高度上。如何认识改革、把握改革要有一定的战略眼光，保证后勤改
革能够取得实效，具有前瞻性的政策导向和改革措施才能确保战略的实现。所以
作为快速发展的航天后勤单位，更需要在改革中建立自身的战略研究，同时需要
自己的理论，战略不完善，理论的缺失，后勤改革的实践将是一片黑暗。

航天后勤的改革与发展之路,通过对新时代的现代企业管理手段与航天未来
发展形式相结合,提出航天后勤新的管理模式与发展方向。未来的航天后勤，将
成为国际型企业集团，努力实现“太空经济”设想，为中国航天事业再创辉煌。

航天人翘首企盼太空经济时代如期而至，新的历史起点上将落下航天人的足
迹，航天科技工业新体系将以创新型、开放型、融合型为我们的构建目标，又快
又好的发展航天第三产业，尽早实现航天科技工业的新辉煌，以航天工业作为富
国强军、太空经济发展、科技发展的有力推手，引领中国航天的不断发展和进步，
实现从航天大国向航天强国迈进伟大夙愿，这就是我们:中国航天人义不容辞的
战略使命。

ABSTRACT
“Logistics” is short for rear service in military, war industry and scientific
research institution etc. It is the military concept and terminology that is used in
military support organization. It is specified in modern Chinese dictionary as “all the
support work from rear to frontline and the administrative work in authority and
organization”.
The traditional aerospace company logistics was established according to the
specific conditions during the planned economy period. Its formation is based on the
following conditions: the divided administrative management system and the highly
centralized control mode caused from planned economy; the low level productivity
and supply system of equalitarianism; the distribution system of wholly undertaking
by government and company; the salary system indicating the high welfare of the
so-called “socialist superiority” and pursuing low level for relative fairness.
With the development and improvement of our market economic system,
logistics in social production and activity is fundamentally changed. The inevitable
trend for the development of logistics is to reform.
This article expatiates that for the sake of solving the problems of unequal
undirected development in aerospace logistics reforming, it is necessary to analyze the
problem appeared in the process of logistics development and rise it to the theoretical
level. Then in order to assure the effect of logistics development, it is significant to
apply strategic view to understanding and holding reform and implement strategies
with prospective policy guidance and reform measurement. Therefore, as the rapidly
developed aerospace logistics company, it needs to set up their own theory as well as
the strategic research. The reform without strategic consideration and theoretical
guidance will be sightless practice.
The way of aerospace logistics reform and development comes up with a new
management mode and development pattern though combining the modern enterprise
management technique and future development mode of aerospace. The future
aerospace logistics will become the international enterprise group; make great effort
to achieve the imagination of “aerospace economy” and ensure China Aerospace to
get better resplendence.
