摘要
现代企业管理的核心是以人为本。人力资滬培训是企业人力资源幵发的重
要手段,是人力资源管理的重要组成部分。实施人员培训与开发有利于提高员
工素质,提高企业的整体工作质量和工作效率
本文将以鄂尔多斯电业局为例,在人力资源基本理论的基础上,通过运用
‘SWOT分析市场经济条件下电力企业的机遇与挑战,研究鄂尔多斯电业局人力资
源培训管理现状,特别是分析和研究鄂尔多斯电业局人员培训管理的现存问题,
设计鄂尔多斯电业局员工培训方案,最后通过对员工培训实施效果的测量,研
究鄂尔多斯电业局员工培训管理的有效性
本文完成的主要工作:1、分析现阶段人力资源培训与幵发在宏观层面上的
重要性及其发展趋势,根据电力企业的自身特点说明员工培训管理在鄂尔多斯
电业局的重要作用。2、对员工配置数据进行分析,找出鄂尔多斯电业局在员工
素质、人力资源培训管理制度、员工培训投资等方面存在的问题,从而分析鄂
尔多斯电业局人力资源培训幵发的迫切性和重要意义。3、分析鄂尔多斯电业局
人力资源素质提高与经济效益提升的关系。4、研究和设计鄂尔多斯电业局员工
培训方案5、进行鄂尔多斯电业局人力资源培训实施效果分析

Abstract
The core of the modern enterprise management is people-oriented. Training of
human resources is an important means of human resource development is an
important part of the management of human resources. Implementation of staff
training and development will help improve the quality of staff, and improve the
