摘 要
人力资源对电信企业生存及长远发展起着至关重要的作用,这几年我国电
信运营体制一直在进行不断地深入改革,加剧了电信市场竞争的激烈程度。所
以,当前中国电信面临的重要问题是怎样全面提高企业竞争力。“以人为本”的
企业竞争力就是人力资源竞争力,而提升人力资源竞争力最有效途径之一就是
基于企业战略和组织发展需求,加强及深化员工培训力度,建设符合电信企业
需要的人才队伍。为企业创造更多的价值,为实现电信企业的“智能管道的主
导者”、“综合平台的提供者”、“内容和应用的参与者”新三者目标做出贡献。

中国电信自实施全业务经营以来,企业内外环境发生巨大变化,特别是处
在闽南经济发展速度较快的中国电信晋江分公司,既面临严峻的挑战,也有难
得的机遇。中国电信晋江分公司在人力资源培训方面比以往有了进步的发展,
不管是培训计划的制定还是对于培训的重视,都有明显进步,然而目前依然存
在着不少问题。比如:培训系统没有建立,培训内容零散随意,培训机制不够
健全,培训效果不理想等,这些问题成了企业进一步开展培训的障碍,也在一
定程度上对企业的发展产生影响。本文通过对中国电信晋江分公司培训现状进
行分析研究,挖掘出这些问题产生的原因是:公司培训体制不健全是缺乏战略
层面的重视及系统性科学性;培训内容随意是缺乏规划性、计划性;员工培训
无积极性是由于培训形式较为枯燥并且大多侧重业务技能培训,忽略员工个人
发展规划培训;没有对培训进行质量评估也是影响培训效果的重要原因之一。

因此,从原因对象入手,提出针对性建议。建议设计公司人力资源培训体系时
需遵循适用性、多样性、系统性、全体性、共享性、反馈性六大原则,设立专
职部门,加强系统性管控,健全流程体系和完善学习型班组建设。试图通过培
训提高员工的综合素质,实现提升晋江电信竞争力,也为其他相关企业提供借
鉴参考。

Abstract
