本文以市场为平台，运用经济学、项目管理学等分析工具，分析了小水电站委托
管理的发展趋势；探讨工程管理模式在小水电站委托管理中的应用；结合实践，提
出了小水电站全委托管理模式和专业化委托管理模式，比较了两种模式的优点和缺
点，提出两种模式的适用范围。本文对今后小水电站的委托管理模式选择提供了一
定的借鉴。

ABSTRACT
In Modem society，there ale many opportunities for the development of the small
hydropower stations．There ale many spaces for win-win cooperation between the investors
and the professional management companies．
By useing Marketing,F虻onomics，project management and other analytical tools，the
development trends of commission management on the small hydropower station are analyzed．
It is discussed how to apply the project management mode into the commission management
of the small hydropower station．Two commission management modes，the entire commission
model and the professional commission management model，ale put forward in the paper．By
Compalising the strengths and weaknesses of the two modes，the application ranges of the
two models ale analyzed．The research results may provide a choice of reference on the
management model of the small hydropower stations commissioned．
