I 摘要 随着《国家发展改革委关于做好水电工程先移民后建设有关工作的通知》(发 改能源[2012]293号)的发布,以及国家对勘察设计行业提出的“着力改变平行承包 模式,大力推进工程总承包模式”的政策导向,开始有大型水利水电勘察设计企业 在水利水电移民安置工程中尝试推广应用总承包模式。DB模式(Design-Build,即 设计-建造模式)作为总承包模式中的一种,将设计和施工一体化,在质量、投资、 进度方面有显著优势,但由于对总承包模式下水利水电移民安置工程成本管理的相 关研究还相对较少,论文因此展开对总承包模式下水利水电移民安置工程的的成本 管理研究。 论文从DB总承包方的角度、以JB安置点移民安置工程建设项目为例开展研究, 取得研究成果如下:(1)梳理了DB模式的优缺点、成本管理方法,以及DB模式 下各阶段成本管理的主要内容,提出设计阶段的成本管理应重视对设计方案的优化 调整以及对设计产品质量的把控;施工决策阶段成本管理的主要内容体现为制定成 本计划;施工实施阶段的成本管理则应注重对目标成本的控制;(2)以JB安置点 移民安置工程建设项目为例,分析了该项目在设计阶段、施工决策阶段、施工实施 阶段成本管理的主要内容,以及该项目成本管理的效果;(3)提出了DB模式下水 利水电移民安置工程成本管理过程中存在的问题,并提出了改进建议。 移民安置工作作为水电工程建设的重要组成部分,兼具社会性、复杂性等特点; 移民安置工程的资金来源为专项资金,国家对移民安置资金的拨付、使用和管理实 行稽查制度,一般经可研审定不允许变化;水电工程建设以“先移民,后建设”为 方针,亦使移民安置工作“时间紧、任务重”的工程属性更为突出。论文通过上述 研究,为同类型企业在移民安置工程建设项目总承包管理模式下成本管理的改革提 供参考和借鉴。 关键词:DB模式 移民安置工程 成本管理 Abstract II Abstract With the national development and reform commission on to do a good job of hydropower project on immigration before construction notice (sent to change energy [2012] 293) release, and the state of survey and design industry is put forward of "focus on change parallel contracting mode, promote the project general contracting mode" of the policy guidance, has a large water conservancy and hydropower survey and design enterprise began to try to popularization and application in water conservancy and hydropower project resettlement mode of general contracting.DB mode(Design-Build) as one of the general contracting mode, the design and construction integration, has a significant advantage in quality, investment and progress, but because of the general contracting mode of water resources and hydropower engineering resettlement cost management of the related research is still relatively small, paper so on general contracting mode of water resources and hydropower engineering of resettlement cost management research. Paper from the Angle of the DB general contractor, JB site resettlement project construction project as an example to carry out the research, the research results are as follows: (1) The advantages and disadvantages of combed the DB mode, method of cost management, as well as the DB mode of cost management in different stages of the main contents of the design phase of the cost management should pay attention to the optimization of design scheme of adjustment and to design the control of product quality;The main content of cost management in construction decision stage is to make cost plan.The cost management in the construction implementation stage should focus on the control of the target cost.(2) Taking the construction project of JB resettlement project as an example, this paper analyzes the main contents of the cost management in the design stage, construction decision-making stage and construction implementation stage of the project, as well as the effect of the project cost management;(3) Put forward the problems in the cost management of water conservancy and hydropower resettlement project under DB mode, and put forward Suggestions for improvement. As an important part of hydropower project construction, resettlement work has the characteristics of sociality and complexity.The source of funds for resettlement projects is special funds. The state implements an inspection system for the allocation, use and management of resettlement funds. Generally, changes are not allowed after examination Abstract III and approval.The construction of hydropower projects is guided by the principle of "immigration first, construction later", which makes the project attribute of "tight time and heavy task" of resettlement work more prominent.Through the above research, this paper provides a reference for the cost management reform of the same type of enterprises under the general contracting management mode of resettlement construction projects.
