人力资源外包作为企业归核化管理、专注核心能力提升在企业中得到越来越广泛的认可。
特别是高新技术企业,由于其创新性要求,采用人力资源外包的企业很多,尤其是企业规模相
对较小,人力资源职能管理还未上升到专业职能管理,采取人力资源外包,不仅提高了企业的
经营管理能力和竞争力,更节约了成本,提高了效率。
本文在人力资源外包国内外研宄成果基础上,通过对高新技术企业的人力资源外包初步调
研,得出外包集中在人才外包,其中劳务派遣最为常见。在相应理论指导下,本文运用归纳分
析法,分析出高新技术企业人力资源外包风险主要存在于人力资源战略外包范围确定、外包商
选择、企业内部信息泄露、外包商退出以及相关法律法规等几个方面。同时,针对各个环节外
包风险,本文提出明确可以外包的人力资源职能并合理选择外包方式、加强对外包商的全面了
解和管控、建立相对完善的商业秘密管理系统等几方面策略建议。
本文着重以某一高技术企业为案例,研宄高新技术企业人才外包,不仅为该企业人才外包
的风险预判、管理、应对等方面提供了一定的参考依据,更希望能够对更多的中小型高新技术
企业提供人力资源管理风险管理借鉴。

ABSTRACT
Human resources outsourcing as refocusing management, focusing on core competence has
been more and more widely recognized in the enterprise. Especially in the high-tech enterprises,beca
use of its innovative requirements, the human resources outsourcing of enterprise,especially the relat
ively small scale of enterprises, human resources management function have not risen to the professi
onal management, take the human resource outsourcing, not only improve the enterprise
management ability and competence, more cost savings, improve efficiency.
Research on human resource outsourcing at home and abroad, this paper, through preliminary
research of human resources outsourcing to the high-tech enterprise,focus on talent that outsourcing
outsourcing, the labor dispatch is the most common. In the corresponding theory, this paper summari
zed analysis, analysis of the risk of human resources outsourcing high-tech enterprise exists mainly
in the human resource outsourcing, outsourcing vendor selection,to determine the scope of enterpris
e internal information leakage, outsourcing exit and the related laws and regulations etc.. At the same
time, in view of all aspects of outsourcing risk,this paper clearly outsourcing human resource
functions and reasonable choice of outsourcing, strengthens the foreign contractor to fully
understand and control, establish a relatively perfect management system and other aspects of
business secret strategy.
This paper focuses on a high technology enterprise as the case,personnel outsourcing of high
tech enterprises, provide a reference not only for the enterprise human resources outsourcing risk pre
judgment, management, counter measures, it hopes to provide the reference for the human resource
management in risk management of small and medium-sized high-tech enterprises more.
