摘 要
本文的研究对象秦皇岛爱科电子公司是一家小微民营科技企业,公司集研发生
产销售于一体,爱科电子公司目前正面临绩效考核的困境,员工工作积极性不强,
企业创新能力差,人才留不住,人才培养成本高,企业人力资源建设面临困境,严
重影响企业发展。解决这一困境也正是本文研究的主要问题。

论文首先引用阐述了绩效考核的相关理论知识,其次介绍秦皇岛爱科电子公司
的背景,通过细致的分析秦皇岛爱科电子公司绩效考核的发展历程和公司目前面临
的绩效考核困境,从而提出利用 360 度反馈评价法和目标管理法相结合的方式进行
绩效考核,具体包括对中层干部进行基于 360 度反馈评价法的定性胜任力考核和对
公司全员基于目标管理法的定量绩效考核,考核的结果运用于内部人员的晋升和全
员浮动工资的计算。

本文通过分析得出考核方案后,又针对公司非常重要的研发部部长职位进行绩
效考核例证,得出比较好的结论。通过对绩效考核指标的测算证明这套绩效考核方
案比较适合秦皇岛爱科电子公司目前的经营现状,能够达到调动员工积极性的目的,
能够实现绩效考核的目的,有助于企业目标的实现和人才的培养,有利于企业核心
竞争力的提升。能够使秦皇岛爱科电子公司在现阶段突破困境,使企业得到跨越式
发展。

Abstract
Objective of this dissertation is Qinhuangdao Echo Electronic Company, which is a
small- and micro-sized private technological enterprise combining production and
production into one main body. Currently Echo Electronic Company is confronted with
difficulty of performance evaluation, with detailed phenomenon of low enthusiasm among
employee, shortage of creativity ability, difficult to keep talents, high training cost for
employee. Enterprise human resource construction faced difficulties, which block the
company’s development. It is the target of this dissertation to get through this difficulty.
The dissertation firstly exposits the relevant theoretical knowledge of performance
evaluation, secondly introduces Qinhuangdao Echo Electronic Company. Through the
detailed analysis on difficulties of performance evaluation faced by Qinhuan Echo
Electronic Company, combination method of 360-degree feedback evaluation and
objective management has been adopted for the evaluation, which includes the qualitative
evaluation of qualification on middle managements through 360-degree feedback
evaluation method, and the quantitative evaluation of performance among all employees
through objective management method. Evaluation result will be used for the promotion
among own employee and the calculation of floating wages among the whole company.
After getting evaluation program through analysis, the dissertation illustrates a very
important position of head of research and development department and makes a better
conclusion. It proves that this evaluation program is suitable for current stage of
Qinhuangdao Echo Eletronic Company through the calculation on performance evaluation
indicators. With this evaluation program, it can stimulate the enthusiasm among
employees, realize the target of performance evaluation and it is helpful to realize the
company’s target, to train the employee as well as to promote the core competitiveness. It
can also enable Qinhuangdao Echo Eletronic Company to pass through the difficulties and
to realize the leapfrog development.
