本论文本着理论结合实际的原则,以笔者多年的项目管理经验为基础,针对
“四川移动村通工程沟通管理”展开专题研究。文章首先分析了四川移动项目全生命
周期不同阶段沟通管理的特点,就各阶段干系人的识别和管理、沟通计划的制定、
沟通方式的选择等进行研究。在此基础上,结合村通工程自身的特点和发展现状,
分析总结了村通工程沟通管理中存在的三个方面的问题,即干系人管理不精细、
缺乏关键点控制和沟通管理不系统。最后,针对这三方面的问题,笔者提出了建
立干系人沟通管理模型、强化关键点控制和利用系统工具实施全流程无盲点的沟
通管理的优化举措,并通过沟通管理评价体系,建设完善的沟通管理体系,实现
“三流管控、四个贯通”,不断提高村通工程沟通管理的水平。
本论文按照了解现状、总结经验、分析问题、系统优化、评价完善的思路,
对村通工程沟通管理进行深入研究,不仅对四川移动村通工程项目管理具有较强
的指导作用,同时也为其他类似项目的沟通管理提供了参考借鉴。

ABSTRACT
To build “the socialism countries”, a series of projects have been performed in
China, concluding roads, power, communications and etc. between countries. The
Countries Communication Projects had been actualized since 2004. In Sichuan Province,
SCMCC which took 83% tasks has invested too much in the Countries Communication
Projects and made important contributions to countries development. Although SCMCC
has gathered abundant experiences, there are always shortages in the communication
management.
This article has the principle that is to linking theory with practice, and the projects
management of the author for years becomes its foundation. First, the article analyses
the characteristics of the whole cycle from the aspects as the stakeholders recognition
and management, making the plan and choosing the ways of communications. On this
basis, there are three problems had been found that are the stakeholders management,
the control of the key points and management flows. a monographic study to the
communications projects between countries for Sichuan Mobile Communication
Corporation. The whole article consists of six chapters. Finally, to solute the three
problems, the author suggested building a perfect communication management system,
and raise the management level constantly.
The thesis which researched the Countries Communication Projects from studying
the present situation, summarizing experiences, analyzing problems, optimizing the
system to evaluating, will make a guiding role not only to the communication
management of the Countries Communication Projects for SCMCC, but also to the
management of other similar projects.
