本文通过综述志愿者服务的发展及其相关研究，以四川应急志愿服务为研究
背景，全面分析了应急志愿服务的现状及其面临的挑战，深入研究了应急志愿服
务的能力评价以及资源调度问题，并提出了建立完善应急志愿服务体系的内容与
措施。
本文从政府与NGO在突发事件产生后合作的角度，分析我国在应急志愿服务
中存在的问题及原因，提出了一套应对突发事件的快速反应机制，丰富和完善了
应急志愿服务理论体系，为志愿服务高效、有序的进行提供了理论依据。
同时，从实践上，通过构建一套完善的应急志愿服务管理体系，以及相应的
保障该体系运行的机制，可以为我国以后在应对地震、雨雪等自然灾害时提供经
验与政策指导，为应急志愿服务的组织与实施提供经验借鉴与指导。

ABSTRACT
These features such as territory vast, complex terrain and huge population in China
increase the risks and probability to happen for natural disasters, accident disaster and
public health events. Once such event occurs, and the needs including not only strong
government rescue forces, as well as the broad participation of various volunteer
organizations, which objectively put forward new requirements on emergency volunteer
service. At present, the researches mainly focus on the management of volunteers
organized by government department and neglect the management organized by NGO
volunteers, or emphasize the norm research and ignore the management of volunteer
service in emergency circumstances. It is necessary guarantee for the efficient and
orderly emergency treatment to manage emergency volunteer service and g give full
play for emergency volunteers.
Based the literature review upon the development and evolution of volunteer
service and related research, and focusing on the research background for emergency
volunteer practices in Sichuan province as, this paper gives a comprehensive analysis of
the present situation of China's volunteer service and its challenges, and in-depth studies
the capability evaluation of the emergency volunteer service and resource scheduling
problems, and further puts forward the content to establish perfect emergency volunteer
service system with measures.
This paper from the point of view for the cooperation of both government and
NGO in emergency circumstance, analyses the emergency problems and reasons
existing in the volunteer service, and further puts forward a set of rapid response
mechanism to emergencies. This enriches and perfects the theoretical system of
emergency volunteer services, and provides a theoretical foundation for efficient and
orderly volunteer service practices.
At the same time, the perfect management system constructed and the
corresponding guarantee mechanisms for emergency voluntary services, will provide us
with experience and policy guidance in response to the natural disasters, such as
earthquakes, rainstorm and snowstorm, and provide us with experiences reference and

practice guidance for the organization and implementation of emergency voluntary
services.
