摘 要
从世界范围内来看，从 2001 年 9 月 11 日发生的美国纽约的恐怖袭击，到 2004
年造成巨大灾难的印尼海啸，以及 2008 年汶川地震各种类型的突发事件不停地侵袭
着我们的地球。从江苏省范围来看，从太湖无锡流域蓝藻事件，到南京酸雨，环境
突发事件总是造成严重的人员和财产损失。为了更好地应对大规模突发事件，应急
管理受到了前所未有的重视，应急物资的存储和有效调配，则有是关系应急处理成
败的至关重要的环节了。
为此，江苏省在筹备建设应急物资中心，一方面协调江苏省内的应急物资，另
一方面可以将应急物资中心独立出来，更好地进行管理。本研究主要分六个部分，
绪论部分提出研究问题，说明研究的背景及意义，总结国内外研究现状并评价，然
后说明研究的目的和研究方法。第二部分是对与供应链管理相关的理论进行综述，
分析供应链管理和物流的内涵和特点，供应链管理和物流的模式，应急物资供应链
管理和物流的内涵和特点，最后对应急物资供应链管理和物流的模式进行介绍。第
三部分是对江苏省建立应急物资中心和调用机制的环境进行分析，分别从宏观环境
和微观环境两个方面进行，从宏观环境来看，江苏省建立应急物资中心有政府的政
府和财力支持，经济环境对应急物资中心的需要强烈，人们对环境突发事件的了解
使人们更希望建立应急物资中心，技术方面也可以为应急物资中心提供相应的支持；
微观方面，优势较多，劣势方面存在对托管的部分质疑，但是人们又有迫切的需求，
只是对于物资的储备品种和数量的选择上有一定的困难。第四部分是针对江苏省环
保厅应急中心的应急战略进行设计，首先是对应急物资库的建设区域选择问题进行
了决策性分析，得出应建立在南京、无锡、淮安三地，然后对应急物资管理和调用
机制进行设计，给出了具体的管理和调用制度，第五部分对应急物资物流与配送管
理进行了论述。六部分总结全文。

Abstract
Through the point of view of the world, in recent years, large-scale emergencies are
increasingly frequent attacks on our world, such as the 911 terrorist attacks, the
Indonesian tsunami, SARS virus, the Wenchuan earthquake. As large-scale emergencies
occur frequently, emergency administration has been paid more and more attention, and
effective transportation scheduling on the emergency materials is one of the key factors for
the success of the emergency management. In dealing with sudden public events,
emergency material supply plays a key role, the need for monitoring and dispatching from
each link of reserves, production capacity and transportation etc. At present, the
emergency supplies production enterprises, transport and reserve unit is very difficult to
carry out the information sharing and data exchange, in the event of an emergency occurs,
it is difficult to provide the needed supplies to respond to emergencies.
This paper is mainly divided into six parts, the introduction presents the research
questions, explains the research background and significance, summarizes the domestic
and foreign research present situation and evaluation, and then explain the purpose and
method of the research. The second part is an overview of relevant and supply chain
management theory, analyzing the characteristics and connotation of supply chain
management and logistics, supply chain management and logistics mode, connotation and
characteristics of emergency material supply chain management and logistics, finally the
emergency material supply chain management and logistics mode are introduced. The
third part is the analysis to establish the emergency materials center and call mechanism
on environment in Jiangsu Province, from the two aspects of the macro environment and
micro environment, from the macro environment, the establishment of Jiangsu emergency
center government and financial support, economic environment of emergency supplies
center's strong, people on the environmental emergencies understanding makes people
more hope to establish emergency center, technology also can provide corresponding
support for emergency center; microcosmic aspects, advantage more, the existence of
hosting some question weaknesses, but the people there are urgent demands, but there are
certain difficulties for materials reserve quantity and variety of choice. The fourth part is
the design of emergency strategy for environmental protection department of Jiangsu
Province, the emergency center, the first is the construction of emergency material base
region corresponding to the issue on the choice of policy analysis, it is concluded that we
should establish in Nanjing, Wuxi, Huaian three, then to design the management of
emergency supplies and call mechanism, gives the specific management and call system
the fifth part, discusses the emergency logistics and distribution management. The six
parts summarizes the full text.
