摘要
近年来，我国正处在突发事件高峰阶段，突发事件的频发多发给我国政府造
成了严峻考验。有效地应对突发事件，满足人民群众对美好、有序、安全生活的
需要，是各级政府的重要职责。在经历了“非典”、“5·12”等重特大突发事件的考验
后，我国逐步建立了以“一案三制”为核心内容的有中国特色的应急管理体系
应急预案作为“一案三制”应急管理体系的核心，在我国应急管理工作中的发挥
着重要作用。本文将应急预案作为研究对象，重点探讨现阶段我国省级应急预案
体系建设中存在的问题及对策。采用文献研究法，通过阅读国内外大量文献和前
人的理论观点，获取经验教训作为本文的研究基础。结合本人自身实践和调研，
分析总结出省级应急预案体系建设中比较突出的问题，并对其形成原因进行了阐
述。在此基础上，运用战略规划法、模糊综合评价法、PDCA循环法、信息化技术
对省级应急预案体系建设进行研究，提出改进的基本方案，有效解决目前存在的
问题。战略规划法阐述了应急预案的编制方法；模糊综合评价法阐述了如何对应
急预案有效性进行评估；PDCA循环法阐述了如何对应急预案进行动态管理；信息
化技术阐述了实现数字化预案的方法
通过本文的分析研究，补充和完善了我国在应急管理领域的理论研究，对于
省级单位科学、有序推进应急预案体系建设，提高应急管理水平，具有一定借鉴
意义

Abstract
In recent years, China is at the peak stage of emergencies. In the long run, our
government will face the severe test brought by emergencies. It is an important duty of
governments at all levels to effectively deal with emergencies, protect people's lives and
property, and maintain social order for people to live and work in peace and
contentment. In the experience of SARS, 5·12 and other serious emergencies, China
has gradually established the one case three systems as the core content of the
emergency management system with Chinese characteristics, in order to provide a
strong support for the emergency.
The emergency plan as an important part of a case of three, in the work of
emergency management in our country play an important role. This paper takes the
emergency plan as the research object, and focuses on the problems and
Countermeasures in the construction of the provincial emergency plan system at this
stage. By using the literature research method, through reading a lot of domestic and
foreign literature and previous theoretical viewpoints, we get lessons and lessons as the
research foundation of this paper. Combined with my own practice and research, this
paper analyzes and summarizes the prominent problems in the construction of
provincial emergency plan system, and expounds the reasons for its formation. On this
basis, we use strategic planning, fuzzy comprehensive evaluation, PDCA cycle and
information technology to study the construction of the provincial emergency plan
system, and put forward the basic plan to improve the construction of the provincial
emergency plan system, and effectively solve the existing problems. The method of
planning the emergency plan is expounded by the strategic planning method, and the
fuzzy comprehensive evaluation method describes how to evaluate the effectiveness of
the emergency plan. The PDCA cycle method describes how to manage the emergency
plan dynamically, and the information technology expounds the method of realizing the
digital plan.
Through the analysis and Research on the construction of the provincial emergency
plan system in China, the theoretical research in the field of emergency management is
supplemented and perfected. It is of certain significance for the provincial units to
promote the construction of emergency plan system and improve the level of emergency
management.
