摘要:电力是关系国家经济社会发展命脉的战略性能源。近年来,为
了满足巨大的电力能源需求,各地供电企业不断加大对电网的投入,
电网建设进入高速发展时期。
对于供电企业而言,巨额的电网建设投入中输变电设备资产占据
相当大的比重,同时电网内许多早期投运的电力设备日趋老化,可靠
性逐年降低,维修频次增加,维护成本越来越高,如何在确保生产经
营既实现电网自身的安全和稳定运行,又使得资产的投入产出比最优
成为供电企业经营管理的重点和难点。因此如何从系统整体目标出
发,从优化设备资产的长期经济效益出发,在设备技术性能满足要求
的情况下,对与其相关的规划、设计、制造、购置、安装、运行、检
修、改造、更新,直至报废的全过程进行评估,最终做出综合效益最
优的资产决策是值得深入研究的一个课题,必将对供电企业资产运作
的可持续发展产生深远影响。
本文主要介绍了资产全生命周期管理的相关理论,通过对比香港
中华电力公司等国际先进电力企业的资产管理方法,查找了作者所在
企业电网资产管理特别是输变电设备资产管理中存在的不足和差距,
并结合实际提出了基于全生命周期的设备资产管理提升举措。实践方
面,本文以500kV变电站220kV设备为研究对象,将全生命周期成
本(LCC)分析方法应用到其工程改造项目中,建立基于LCC的数
学模型,运用费用-效益分析法,从三个设备改造备选方案中决策出
最优方案,为全生命周期相关理论在变电站设备改造建设中的推广应
用提供参考。

Abstract : Electricty is related to the national economic and social
development lifeline strategic energy.In recent years, many power supply
enterprise constantly increase the investment to the power grid. Grid
construction is in high speed development stage.
For the power supply enterprise, power transmission and
transformation equipment occupy a considerable proportion of the huge
project investment in power grid construction. At the meanwhile, to keep
the equipments run, the time and money spend in it will be
increasing.What has been the most considerable point of the power
supply enterprises is how to ensure the safety of the power grid, the
stability of the process and the best input output ratio with the technical
improvement nowadays. So the program, starting from the system target,
optimizing long-term economic benefits of power grid assets, evaluating
the whole process of asset management for good technical function which
includes planning, design, manufacturing, purchasing, installation,
operation, maintenance, renewal and decommission, which worth further
investigation will have a deep affection towards the sustainable
development of the power supply enterprises.
This paper mainly introduces the theory of life cycle asset
management. Compare with the asset management method of advanced
electric power enterprises such as the CLP Power Hong Kong Limited, it
find the management problem of power grid asset, in perticuliar power
transmission and transformation equipment assets, in the company which
the author works in.And the paper sets 220kV equipment of 500kV
substation as the research object, applies the analytic method of LCC
and cost-bennefit analysis methed to the equipment project, and builts
mathematical model of LCC.By LCC analysis of the three alternatives,
we get the LCC scheme for primary equipment of the substation, which
provides a reference of life cycle theory in the application of substation
construction.
