摘要
食品安全和在市场中保持竞争力是目前食品行业面临的主要问题和挑战,随着近
几年来的食品安全问题的日益凸显,大型食品企业如何面对挑战,迫在眉睫。解决问
题,主要还是在于管控采购,保证食品企业原材料的高品质,但在此情况下,可能会
导致成本上升,如何控制成本,保持竞争力,还是需要通过采购,整合采购是降低成
本,优化供应链的一个很好的方案。然而实行整合采购,相当于企业的一次重大改革,
会触动外部供应商的利益,也会触动内部相关部门和个人的利益,面临很大困难与阻
力,有着很大的失败风险
本文讨论的核心问题即是以 ABC 食品饮料(中国)为例探讨如何实行整合采购
本文通过对 ABC 食品企业目前情况的分析指出企业采取整合采购的内外必要性
论文对于整合采购的具体实施方案进行了详细阐述,在整合采购前期,引入利益相关
者分析沟通方案,作为前期统一思想行动战线的重要举措,在此阶段进行了采购战略
分析。随后在实施阶段,引入谈判战略制定,以保证最好的成本和供应合作结果,并
选用了合适的招标工具和统一规范了合同。在整合采购后续,实行优化供应链,提升
供应商绩效,引入供应商社会责任,保证绿色安全食品供应
最终研究表明,整合采购经过精心规划在食品企业是可以实行的。本文的研究对
于其他行业的整合采购实施,也具有借鉴性,可以举一反三使用

This article makes analysis on Chinese food industry condition, food safety and
competitiveness in market are the main problem and challenge in food industry. With the
dramatic increase of food safety case in the recent years, it’s extremely urgent for food
company to decide how to meet these challenges. To solve these problems, the main
solution is manage procurement and ensure material safety, while in this condition, it will
cause cost rise. How to control cost and keep competitiveness, we need to achieve this
through procurement, synergy buying is a good way to lower cost and optimize supply
chain. While, to launch synergy buying equals to a big reform in corporate, will impact
interest of external suppliers, and will exert influence on internal department and staff, so
there are a lot difficulties and barriers, containing big failure risk
The core topic of this article is how Chinese big food company to implement synergy
buying through the case study of ABC food & beverage (China).
This article analyzes ABC food company’s current condition and point out the necessity of
synergy buying for the company. The article elaborates the detailed action plan of synergy
buying. In the preparation phase of synergy buying, stakeholder analysis and
communication plan is introduced to act as a measure to unify idea and action, and in this
stage, procurement strategy analysis is also worked out. In the implement phase,
negotiation strategy is introduced to guarantee good result of cost and supply cooperation,
suitable bidding tool is chosen and standard contract template is unified in this stage as
well. In the follow up phase, also make supply chain optimization, level up supplier KPI,
introduce supplier social responsibility and ensure green and safe food supply.
The research and study indicate, synergy buying through careful planning is workable
in food industry. The study of synergy buying in this article also can be extended to other
industries.

1.1 选题的背景
“民以食为天,食以安为先”,随着改革开放,中国人民生活水平不断提高以及
人口的不断膨胀,人们对食品的消费需求也在不断增加,并且不断追求质量和安全
而人口的膨胀,收入增加,城镇化进程,森林土地流失,水资源乏溃,气候变化,生
物燃料的需求,不断提高的食品质量安全要求和食品安全问题的密集突现等一系列问
题,已经对中国的食品行业有着极大的挑战
面对着巨大的市场,食品行业及食品企业也面临着前所未有的挑战,原料和劳动力成
本在不断地日益增加,食品行业竞争激烈,如何在竞争激烈的食品行业中生存,扩大
份额,增强企业利润率,对于所有食品企业是巨大的课题。而有不少食品企业面对此
课题,走了上了弯路,饮鸩止渴,使用了违规添加剂和工序,让我们看一下近年来的
频现的食品安全问题:
2000 年毒大米 - 霉变生虫大米经过去皮,漂白,拌油之后摇身变为优质大米,
内含黄曲霉素,对肝脏有剧烈损害,毒性是氰化钾的 10 倍以上;
2003 年敌敌畏火腿 - 用敌敌畏等违禁药物加入水中,来浸泡猪腿为了防止蚊蝇
和生蛆;
2005 年苏丹红–红心鸭蛋和肯德基等使用了苏丹红,苏丹红是致癌物品,被滥用
为食品添加剂;
2005 年变质奶 - 光明被指回收过期变质奶再生产;
2006 年瘦肉精–瘦肉精学名盐酸克伦特罗,是一种平喘药,添加到饲料里,可提
高猪的瘦肉率,瘦肉精含量过高,可能出现肌肉震颤、头晕、呕吐、心悸等中毒症状;
2006 年嗑药多宝鱼–多宝鱼被检出硝基呋喃类代谢物,人体长期大量摄入硝基呋
喃类化合物,存在致癌的可能性;
2007 年白面粉 - 面粉中加过氧化苯甲酰作为面粉增白剂;
2008 年三鹿三聚氰胺奶粉为了提高蛋白质含量的检测,添加三聚氰胺进入奶粉,
三聚氰胺可能导致肾结石,肾衰竭等泌尿系统疾病,严重者可致死;
2010 年地沟油 - 中国人每年吃掉两三百万吨地沟油;
