面对银行业业务和技术的F1益趋同,银行间的核心竞争力已经转向深层次的
人力资本竞争。NF银行H省分行对人力资源提出了更高的要求。本文以NF银行H
省分行为研究对象,以该银行的人力资源培训体系为主要研究内容,采用问卷调
查、访谈和文献研究等方法,找出培训体系中存在的主要问题及原因,运用培训
与学习的理论,采用理论与实际相结合的办法,在组织架构、培训讲师、培训流
程、课程设计、培训保障等方面,对NF银行H省分行人力资源培训体系进行了重
点的优化设计。
本文希望优化后的培训体系能够对NF银行H省分行员工培训提供有益的启示
和借鉴,促进银行与员工的共同发展,增强NF银行H省分行的核心竞争力。

ABSTRACT
In recent years, with the further accelerate the internationalization of China&39;s
financial markets and inter-bank competition is increasingly fierce, HR play an
increasingly important role in the development of the banking industry. Most banks are
not only aware of the HR is the bank&39;s survival and the key to success, but also
recognize that HR has exceeded capital resources to become the primary resource for
banking reform and development. The banks are also eager to improve the capacity and
quality of the staff, through training in order to better serve the bank&39;s development,
create more efficiency for the bank. Strengthen the training and learning of employees,
enhance employee human capital continued appreciation, you can achieve the purpose
to enhance the performance of banks and strategic planning, and the bank in order to
maintain and improve competitiveness, it must be continuous training of HR as an
important means must emphasis on staff training and learning from a strategic height.
The core competitiveness in the inter-bank has turned to a deep-seated human
capital competition, due to the convergence of business and technology in banking
industry. NF Bank requires more of their human resource quality in an objective sense.
This paper&39;s study object is H Province Branch of NF Bank, the main research content
is the bank&39;s HR training system, using the research methods such as questionnaire,
interview and documentation to identify the main problems and reasons in the training
system. With the theory of training and learning, combining theory and practice, NF
Bank HR training system focus on the optimization of the organizational structure,
training instructor, training procedures, training course and training security .
This paper expects to provide significant and helpful advice for NF Bank&39;s staff
training through the Optimized training system with the aim to strengthen NF Bank&39;s
core competitiveness and the common development of bank and staff.

第一章绪论
1.1研究背景
随着我国加入世界贸易组织以及我国金融业对外全面开放,国有商业银行的
股权机制改革,政府鼓励和引导民间资本进入银行业,加强对民间投资的融资支
持,国内银行业面临着F1趋激烈的市场竞争环境。银行业的竞争愈来愈激烈,中
外各国商业银行都从丰富的实践经验中深知人才才是银行实力的基础。因此,必
须努力提高银行自身的核心竞争力并确立适合自己的发展战略,在竞争和挑战中
不断建立并保持优势。银行要在激烈的市场竞争和挑战中贏得主动,取得优势,
除了靠资金、产品、服务和管理等要素外,重要的是要靠人才,人力资源的竞争
才是银行业竞争的最核心要素。人力资源是银行所有资源中最尘贵的资源,银行
绝大部分的工作和活动都需要靠人来完成。客观地分析银行的发展战略和面临的
客观经济形势,就必须开发和培养适应激烈市场竞争的具有相应能力和专长的高
素质银行从业人员,因此,建立并不断优化适应银行各阶段发展战略的人力资源
培训体系就显得尤为重要和有现实意义。
NF银行是农业政策性国有金融机构,H省分行作为NF银行的省级分支机构,
成立于1995年,后在全省组建163个分支机构,是唯一一家服务“三农”的政策
性银行,其主要任务是,筹集农业政策性信贷基金,承担农业开发扶贫、粮棉油
收购等农业政策性金融业务。建行以来,NF银行H省分行在探索中甜进,在改革
中发展,走过了不平凡的历程。目前,随着社会主义新农村建设的全面推进和农
村金融体制改革的不断深化,NF银行H省分行进入重要发展机遇期。站在新起点,
面对新机遇,NF银行H省分行将一如既往地把贯彻执行国务院有关“三农”的1
号文件和政策放在第一位,进一步发挥农业政策性银行在服务宏观调控、促进“三
