摘要
企业最根本的竞争是人才的竞争,一切管理活动都是基于对人力的管理,只有
最大程度的调动劳动力的积极性,创造一个能发挥劳动力潜力的环境,才能使企业
管理成本最低,以达到更高的绩效。

人力资源管理正日益受到企业高度重视,人力资源部也逐步由一个支撑部门转
变为了战略部门,与绩效管理密切的绩效考核越来越成为企业经营管理的重中之
重。如何制定企业的战略,如何将企业战略在整个组织中得以贯彻执行,可能是令
大部分高层管理者最为困扰的问题,XK公司的管理层也面临同样的问题,因为公
司缺乏完整的战略规划,也缺乏衡量各部门绩效的指标。

本文以现代先进的绩效考核管理理论为依据,对XK公司的管理状况及绩效考
核方面进行了探讨,找出公司的不足之处,构建一套适合公司目前战略目标的考核
体系,希望能够对公司起到一定的推动作用。正文共由六个章节组成。

第一章绪论,从企业人力资源的必要性和KPI的先进性阐述本文的研究背景,
提出XK公司需要进行考核改革的原因,采用文献研究、个案研究、定性分析和结
构分析法,力求理论与实际相结合能够切实提高XK公司绩效水平,重塑企业文化。

第二是关于KPI的综述,从绩效考核发展历程出发,介绍了绩效考核的发展趋
势,引出KPI绩效考核的概念、特点、KPI指标建立的原则及在构建过程中应该注
意的问题。

第三章介绍如何使用SWOT分析法来明确企业战略,进而分解出企业的KPI
库,确定成功关键因素,利用“SMART原则”和“二八原则”选择KPI,以及在
分解到部门级KPI和岗位级KPI时要注意职责与战略相结合。

第四章介绍XK公司的现状,讲述公司核心产品,生产规模,优势竞争力、组
织结构等要素,并指出公司目前在绩效考核方面的问题。利用平衡记分卡总结XK
公司的KPI库,对XK公司进行SWOT分析后确定了公司战略。将公司战略层层分
解,确定企业KPI及部门KPI,最终落实到各岗位,建立起XK公司KPI考核体系。

第五章从XK公司的实际出发,结合之前的公司考核特点,将考核对象分为团
队考核和个人考核,构建了一整套适合目前发展需要的考核方案。

第六章是对XK公司的绩效考核体系进行评价,以及全文进行总结。

Abstract
For enterprises, the most fundamental competition is the talent competition, and all
management activities are based on the management of human. If we want corporate
management to the lowest cost, in order to achieve higher performance, we should
mobilize the enthusiasm of the workforce, and create a play environment of the labor
force potential.
Human resources management is take more and more enterprise high attention.
The human resources department also gradually by a support department transition to
strategic department. Performance evaluation, which closed related with performance
management more and more become the enterprise management priority. How to
establish enterprise strategy and how to perform enterprise strategy in the organization
may be the most puzzling problem for most of the top managers. XK company
management is also faced with the same problem, Because of the lack of complete
strategic planning, also lack measure the performance of each department index.
Based on modern advanced performance management theory, this paper studies the
company39;s management status and XK performance evaluation, Find out the deficiency
of the company and suitable for the construction of the company strategic objectives
assessment system and hope to play a role in promoting the company. This paper
composed by 7 chapters.
The first chapter is introduction, the author introduced the theories from the
enterprise human resources and the necessity of the advanced nature of KPI expounded
the research background, puts why XK companies need to examine the cause of reform.
By using the literature research, case study, qualitative analysis and structure
analysis,and strive to integrating theory with practice which can improve XK company
performance level, reshape enterprise culture.
The second chapter is about the review of the KPI performance. The article from the
performance evaluation at home and abroad on the development history, focuses on the
development trend of the performance appraisal, Talked about the KPI performance
evaluation of the concept,the characteristic,the KPI index established principle and in
the building process which should be paid attention to.
The third chapter presents how to use the SWOT analysis method to clear enterprise
strategy, and decomposition out enterprise KPI library, determine the key successful
factors. Using SMART principle39;’ and praetor principle choose KPI, decomposition
out enterprise KPI library, determine the key successful factors and in the decomposition
to activities at the unit KPI and post level when KPI should pay attention to combining
responsibilities and strategy.
In the forth chapter, this paper briefly introduces the present situation of XK
company, tells the story of the company core products, the scale of production, advantage
competitiveness, organization structure and so on elements, and points out that the
company is currently in the performance evaluation problems. The balanced scorecard
summarizes the XK company KPI library, and the SWOT analysis to determine the
company strategic balance scorecard summarizes the XK. Company39;s KPI library. The
company strategic layers of decomposition which helps determine the enterprise KPI and
department KPI. Finally carry out to the post, set up XK company KPI evaluation
system.
Chapter fifth from the reality of XK company, combined with the characteristics of
the company before the examination, the assessment objects into team evaluation and
individual assessment, construct a set of suitable for the current development needs
assessment scheme.
The sixth chapter is the XK company performance evaluation system and evaluation,
and summarizes the fu\\ text.
