摘 要
中国电信业近几年经历了电信体制的重大变革,一是电信行业的改革重组、
二是CDMA网络划归电信发展3G应用,三是中国电信的发展战略转型。在此大背
景下,T市电信公司作为一家国有企业地级分公司也经历了体制与业务的变革重
组,由此带来了 “文化融合、创新”的难题。如何调动全公司员工的积极性、能
动性,进而增强凝聚力、竞争力 T市电信分公司逐渐深刻领会到“以人为本”
作为文化管理的精髓所在。

本文首先界定了人本管理概念,分析了中国电信T市分公司的现状,进而论
述了T市电信公司实施人本文化管理的必要性和重要性,然后,本文着重论述了
T市电信公司实施人本文化管理具体对策措施和实施步骤,主要内容包括:构建
价值观(愿景)体系;打造学习型组织团队;建设多维度沟通机制;建立全方位
帮扶和能力提升机制;建立专业队伍激励考核评价机制以及幵展企业文化实践活
动。

Abstract
China's telecommunications industry in recent years has experienced major
changes in the telecommunications system,the reform and reorganization of the First,
the telecommunications industry, the second is the CDMA network was placed under
the Telecommunication Development of 3G applications and the third is the
development of strategic transformation of China Telecom. In this backdrop, the
telecommunications company of T-city as a prefecture-level branch of a state-owned
enterprises has also experienced a change of system and business restructuring, which
has brought the problem of “cultural integration, innovation. How to mobilize
employees throughout the company's enthusiasm, initiative, thereby enhancing
cohesion and competitiveness T Telecom subsidiary gradually profound
understanding of the “people-oriented” where as the essence of the cultural
management.
This article first defines the management concept, the status of the T-city branch
of China Telecom, T Telecom and then discuss the implementation of the necessity
and importance of the people of this culture, then, this article focuses on the T
Telecom implementation cultural management of specific countermeasures and
implementation steps, main contents include: Building the system of values (vision);
to create a learning organization team; building a multi-dimensional communication
mechanism; the establishment of a full range of help and capacity building
mechanisms; build a professional team incentive assessment evaluation mechanisms
as well as corporate culture practice.
