山东建筑大学硕士学位论文题目 基于PPP模式的扶贫项目的风险管理研究——以C县光伏 项目为例 计：学位论文 43页 表 插 格 5个 图 1幅 评阅人： 盲审Ⅰ 盲审Ⅱ 王静 指导教师： 学院院长： 胡宁 学位论文完成日期：2023年6月25日 山东建筑大学硕士学位论文 摘要 光伏扶贫是当前开展扶贫工作的新途径，是我国认可度较高的扶贫项目工程，产业 带动与社会效益显着。随着光伏扶贫项目日益扩大，融资难的问题逐渐暴露了出来，PPP 模式可以有效解决这一问题，但该模式在运行过程中可能会出现政策变更、市场价格波 动、技术人员缺失、资金短缺等风险管理方面的问题，从而影响其投资有效性。本文以 该模式的扶贫项目的风险管理为研究对象，以 C县光伏扶贫项目为例，采用文献资料 法、案例分析法、问卷调查法等多种研究方法，量化分析了政策风险、经济风险、技术 风险、财务风险、运营风险、自然风险、饱和风险等 7种风险权重，系统分析了该模式 下光伏扶贫项目的风险管理现状和存在的问题，并提出完善该模式的 C县光伏扶贫项 目风险管理有关对策和建议。 本文充分借鉴国内外关于光伏扶贫项目领域的研究方法和成果，着眼于 C县实际， 拟通过对 PPP模式的内涵及特征、光伏扶贫发展现状、项目风险管理等方面的研究， 提出在该模式下有关光伏扶贫项目风险管理的有关方法及措施，针对量化出的风险权重 进行分析，提出相应的对策与建议。文中提出，在上述研究的基础上，通过加强政策引 导，扩大社会资本参与 PPP项目；建立完善的风险管理体系；完善该模式下光伏扶贫 项目的风险评估指标等途径，可以有效加强光伏扶贫项目的风险管理。本文研究结果将 对该模式光伏扶贫项目的风险管理具有一定的参考价值。 关键词：PPP模式，光伏扶贫项目，风险管理，风险评估 I 山东建筑大学硕士学位论文 ABSTRACT Photovoltaic poverty alleviation is a new way to carry out poverty alleviation work at present. With the increasing expansion of photovoltaic poverty alleviation projects, the problem of financing difficulties has gradually been exposed. PPP model can effectively solve this problem, but in the operation process of this model, there may be policy changes, market price fluctuations, lack of technical personnel, shortage of funds and other risk management problems, which will affect the effectiveness of its investment. This thesis takes the risk management of poverty alleviation projects in this mode as the research object, takes the photovoltaic poverty alleviation project in C County as an example, adopts various research methods such as literature method, case analysis method and questionnaire method, and quantitatively analyzes seven risk weights, including policy risk, economic risk, technical risk, financial risk, operational risk, natural risk and saturated risk.
