摘要
教育对国家发展至关重要。过去五年,广西教育发展取得理想成绩,教育综合实力
提升了一个台阶,原来较为落后的教育格局在整体上得到改变。但当前,发展不平衡不
充分仍是广西教育事业的主要矛盾,优质教育资源不足,全区普通高中“大班额”占比
依然较高,教师队伍仍存在结构性短缺,素质教育尚未充分发展,教育为促进经济社会
发展提供服务的能力还需进一步提高,教育总体发展水平与人民群众对优质教育的需求
相比还有一定差距。
教育需求的多元化发展趋势,以及教育个性化的影响,将持续推动民办教育体系的
发展。但近年来,为了降低家庭的教育支出,实现教育公平化和普及化,我国不断扩大
公办教育体量,对民办教育的发展产生了一定影响。“十四五”时期是奋力建设新时代
中国特色社会主义壮美广西的关键时期。广西需要注重提升教育服务能力,重视资源倾
斜的作用,从多个层面提升教育水平。在此背景下,研究如何促进民办教育健康发展具
有重要意义。
为了更好地应对国家政策的调整对当地民办教育产生的影响,本文以 A民办教育集
团为研究对象,分析整理了集团化发展方面的资料,围绕着教育公平理论以及战略管理
等相关理论,通过使用文献研究法、个案分析法、调查分析法和问卷调查法等手段,对
该校的办学情况展开分析。与此同时,结合 PEST分析方法和波特五力分析模型,对 A
民办教育集团所处的宏观环境和行业竞争态势分析,如国家“三孩”“双减”等政策相
继出台,居民收入总体提高,社会对“全面发展”的认可以及教育技术发展现状等。使
用 SWOT分析法,在内外部竞争环境和条件下,对该集团的外部的机会和威胁、内部
的优势和劣势等态势分析。针对当前所遇到的问题,运用 QSPM矩阵进行分析,得出了
A民办教育集团应该实施扭转型战略的结论,并提出了在品牌、竞争、市场营销、差异
化和人力资源等方面实施策略。希望通过本文研究的成果可以为 A民办教育集团的发展
提供指导性的意见,为其集团化战略的顺利实施提供参考。

Abstract
Education is essential to the development of a country. During the past 5 years,
Guangxi'seducationaldevelopmenthasachievedidealresults.Notonlyhasits
comprehensive educational strength been improved, but also the backward educational pattern
has been changed as a whole.However, the unbalanced and inadequate developments of
education is still the principal contradiction,high-quality educational resources leave much to
be desired, the proportion of “large class sizes” in senior schools is as high as it was,
structural shortages of teachers are still exist, quality education has not been fully developed,
the capacity of education to serve economic and social development needs to be improved,
and there is still a gap between the overall level of education and the people's demand for
high-quality education.
The diversified development trend of educational needs and the influence of educational
individualization play a key role in promoting the sustainable development of private
education system in China. However, in order to reduce the pressure on domestic families to
pay for education, as well as to realize the fairness and popularization of education, China has
expanding the scale of the public education system in recent years,
which has great
influence on the development of private education. The 14th Five-year plan period is a crucial
period for Guangxi to strive to build a splendid socialist region with Chinese characteristics in
the new era. It needs to focus on improving the level of education services, and pay attention
to the role of resource tilt, from a variety of levels to enhance its education level.In this
context, it is of great significance to study the way of promoting thedevelopment of private
education system healthily.
In order to better respond to the adjustment of national policies on local private
education, this study takes A Private Education Group as the research object, collates and
analyzes the data of the collectivized school-running. Applying the related theories such as
education equity theory and strategic management, the thesis analyzes the running situation of
the school with the means of literature research, data analysis and case study. At the same
time, combining the PEST analysis method with Porter’s Five-Force analysis model, this
paper carries out macro-analysis and industry environment analysis on the development of the
school, such as the introduction of national policies like “three-child” and “ease the burden of
excessive homework and off-campus tutoring for students undergoing compulsory education” ,
the overall increase in residents' income, the social recognition of "all-round development"
and the current development of educational technology,etc. Besides, SWOT method is used to
