摘要
煤炭贸易市场面临“碳达峰、碳中和”达标政策,以及煤炭生产企业与电厂
的中长期协议对市场贸易份额挤压的双重压力。 A能源公司主要从事煤炭贸易业
务,从内部环境来看,该公司存在着组织架构不合理、业务流程不畅且审批流程
过长、信息化管理系统程度低、人才引进及激励制度不全、客户服务水平较低等
运营管理问题,面对“内忧外患”的情况, A能源公司的煤炭贸易急需进行业务
运营管理优化,以此来面对市场的不断变化。
本文以 A能源公司的煤炭贸易业务为研究案例,通过借助相关运营管理理论、
流程优化理论,对于煤炭贸易市场的基本情况分析,对 A能源公司本身的运营管
理状况、业务经营情况、业务模式、相关流程的描述的分析,提出优化组织架构、
优化流程、引入 ERP系统,提高运营管理效率、建立健全人才引进、培养、激励
相关机制、转变服务观念等方面的运营管理优化方案,并就优化方案提出提高高
层管理的参与度、制定详细的进度计划,加强过程控制和培训、完善相关服务考
核机制,加强制度流程建设,明确岗位职责等方面的保障措施,希望该运营优化
能改善 A公司运营管理现状,并给其他煤炭贸易企业提供一定的借鉴。

Abstract
The coal trade market is facing the double pressure from the "carbon peaking and
carbon neutrality" goals, and the shrinking market share owing to the medium and long
term agreements between coal producers and power plants. Energy company A mainly
deals in coal trade. In terms of internal environment, the company has problems of
unreasonable organizational structure, poor business process and long approval process,
low level of information management system, incomplete talent introduction and
incentive system, and poor customer service. Facing the situation of "internal troubles
and external challenges", energy company A urgently needs to optimize operations
management to face the constant changes in the market.
Based on the case study of the coal trade of energy company A, the relevant theory
of operations management and process optimization, and analysis of the basic situation
of the coal trade market,as well as the operations management and business operation,
business model and relevant process of energy company A,this thesis puts forward the
scheme of the optimization of organizational structure and business process, the
introduction of ERP system, improving the efficiency of operations management,
establishing and perfecting the talent introduction, training and incentive mechanism,
and transforming the concept of service. In terms of the scheme optimization, this thesis
advocates the participation of top management, making detailed schedule, strengthening
the process control and training, perfecting the relevant service evaluation mechanism,
strengthening the system process construction and specifying responsibility. It is hoped
that the process optimization can improve the operations management of energy
company A and provide some experience for other coal trade enterprises for reference.
