E公司小型基站生产风险管理研究

摘要
随着全球化竞争的日益加剧,企业之间的竞争不仅仅表现在利润、效益等财务上的
竞争,更为高效合理的管理模式正越来越得到青睐。要想不断提升企业的运营效率,特别
是通信设备制造类企业,需要对项目管理所包含的重要因素进行高度的关注和研究,风险管
理就是其中之一。在全球经济大力发展 5G环境下,通信设备制造类企业要想在白热化的市
场竞争环境中占据有利地位并持续保持竞争优势,就必须要重视该企业的风险管理。
本文以 E公司中国分公司作为专题研究对象,在对该企业的基本情况、风险管理现
状分析的基础上,结合项目管理理论和风险管理理论以及运用风险识别,风险评估,风
险对策,风险监管等方法,对 E公司目前的生产系统、流程及组织架构等分析与研究,重
点从成本风险,质量管理,时间管理,沟通管理物料的采购管理等视角系统的深入的分析了
E公司实际新产品生产过程中所出现的成本偏高,物料的质量不稳定,项目的超长延期,跨
部门沟通不畅等问题,以及造成这些问题的根本性原因。同时,有效结合上述理论方法与 E
公司实际生产场景,系统地有针对性地从风险识别,风险评估,风险应对,风险监管进行合
理优化、建立相应的风险应对体系,制定合理可行的管理优化方案,帮助 E公司降低生产
所面临的风险。
综上所述,本文对 E公司小型基站生产风险管理研究有着重要的理论意义和实践意义。
从理论意义上来说:一方面有助于 E公司对现有的 ERM系统的改进和完善,另一方面
有利于填补在 E公司生产风险管理知识领域的空白,也为整个通信设备制造行业提供了
另一种风险管理的方法;从实践意义来说:对 E公司实际的生产工作有着重要的指导意
义,E公司迫切需要一套切实可行的有关生产风险管理方案,有助于在项目管理过程中
对于质量,成本以及交付时间的把控,从而能做到各种风险合理面对,进而提高产品的
核心竞争力。

Abstract
With the increasingly intensified global competition, the competition among enterprises is
not only manifested in profit, benefit and other financial competition, more efficient and
reasonable management mode is getting more and more favored. In order to continuously
improvethe operationefficiencyofenterprises,especiallycommunication equipment
manufacturing enterprises, it is necessary to pay high attention to and study the important
factors involved in project management, and risk management is one of them. In the context of
the global economy vigorously developing 5G, communication equipment manufacturing
enterprises must pay attention to the risk management of the enterprises if they want to occupy
a favorable position in the white-hot market competition environment and maintain their
competitive advantages continuously.
Based on the E company China branch as the research object, on the basic situation of the
enterprise, risk management based on the analysis of the status quo, combining the theory of
project management and risk management theory and the use of risk identification, risk
assessment, risk countermeasures and methods of risk supervision, the production system of E
company currently, process and organization structure, such as analysis and research, emphasis
fromthe costrisk, Fromtheperspective ofqualitymanagement, timemanagement,
communication management and material procurement management, this paper systematically
and deeply analyzes the high cost, unstable quality of materials, long project delay, poor
communication between departments and other problems in E Company's actual new product
production process, as well as the fundamental causes of these problems. At the same time, the
effective combination of the above theory method and E company actual production scene,
systematically targeted from risk identification, risk assessment, risk response, risk supervision,
reasonable optimization, set up a corresponding risk response system, formulate feasible
management optimization scheme, help reduce the production risk faced by E company. To sum
up, this thesis has important theoretical and practical significance for the research on the
production risk management of E company's small base station.
