摘要
目前全球能源结构转型进程不断加速,能源低碳化越发成为共识,我
国已将低碳绿色发展列为国家重点发展战略,我国提出将在 2030年前二氧
化碳排放达到峰值的目标。光伏作为一种可再生清洁能源,随着国家的发
展战略不断成长,由最先的严重依赖出口发展为国内补贴,最终实现如今
的平价上网。A企业作为光伏行业的一员,也伴随着行业曲折发展,但是 A
企业如何实现在行业内长久高质量发展,是目前遇到的问题。
本文基于碳达峰的背景,以 A光伏企业为研究对象,对 A光伏企业的
发展战略进行深入研究。本文首先对国内外的企业战略管理及光伏行业的
发展进行了陈述,梳理了碳达峰、企业发展战略、战略分析方法等相关理
论;然后通过分析发现 A光伏企业发展存在的问题,包括:垂直一体化战
略实施中,地面光伏电站开发建设再出售、扶贫电站全额垫资建完再移交,
均属于重资产模式,给企业带来了高应收账款、有利润无现金流、高负债
率甚至亏损等问题,水平一体化和国际化的扩张加重了企业的负债率;其
次,针对 A光伏企业存在的问题,通过对 A光伏企业在碳达峰背景下宏观
环境、产业环境、内部环境进行分析,得出 A光伏企业有必要进行战略优
化;再次,结合 A光伏企业内外环境和碳达峰背景,从公司层、业务层、
职能层等三个层次的战略提出相应的优化方案;最后,提出保障措施以确
保 A光伏企业优化后的发展战略能够实施到位。
本文对 A光伏企业基于碳达峰背景下发展战略优化的研究可以帮助 A
光伏企业摆脱目前发展的困境,提升公司竞争力并实现可持续发展,并对
其他光伏企业也具有参考和借鉴意义,而且对于实现碳达峰也有一定的推
动作用。

ABSTRACT
At present, the process of global energy structure transformation is accelerating,
and low-carbon energy has become a consensus. China has listed low-carbon green
development as a national key development strategy, and China has put forward the
goal of peaking carbon dioxide emissions by 2030. As a renewable and clean energy,
with the continuous growth of the national development strategy, photovoltaic has
developed from the first serious export to domestic subsidies, and finally realized
today's affordable Internet access. As a member of the photovoltaic industry,
enterprise A is also developing with twists and turns in the industry,but how to
achieve long-term and high-quality development in the industry is the problem
encountered at present.
Based on the background of carbon peak, taking photovoltaic enterprise A as
the research object, this paper makes an in-depth study on the development strategy
of photovoltaic enterprise A. Firstly, this paperstates the enterprise strategic
management at home and abroad ,the development of photovoltaic industry , and
combs the relevant theories such as carbon peak, enterprise development strategy
and strategic analysis methods; Then, it is found that the problems existing in the
development of photovoltaic enterprise A include:in the implementation of the
verticalintegrationstrategy,thedevelopmentandconstructionofground
photovoltaic power stations are resold, and the poverty alleviation power stations are
fully funded and then handed over, which belong to the heavy asset model, which
brings problems such as high accounts receivable, profit without cash flow, high debt
ratio and even loss to the enterprise, and the expansion of horizontal integration and
internationalization aggravates the debt ratio of theenterprise; On this basis,
targeting the problems existing in a photovoltaic enterprise, through the analysis of
the macroenvironment, industrialenvironmentand internalenvironment of
photovoltaic enterprise A under the background of carbon peak, it is concluded that
the development strategy of photovoltaic enterprise A needs to be optimized; Thirdly,
combined the photovoltaic enterprise internal and external environment and the

background of carbon peak, the corresponding optimization scheme is proposed
from the three strategies at the company level, business level, and function level;
Finally, safeguards are proposed to ensure that the development strategy optimized
by the PV enterprise can be put in place.
In this paper, theresearch on the development strategyoptimization of
photovoltaic enterprise A based on carbon peak can help a photovoltaic enterprise
get rid of the current development dilemma, improve the competitiveness of the
company and achieve sustainable development. It also has reference and reference
significance for other photovoltaic enterprises, and also plays a certain role in
promoting the realization of carbon peak.
