粮食安全是国家安全的基础,是我国应对各种挑战和危机的基本保障。近年来我
国粮食产量持续上升,粮食安全形势向好,口粮完全自给,但由于面临国内持续增长
的粮食需求、自然灾害、结构性矛盾等潜在风险,我国粮食供求在中长期仍将处于一
种紧平衡局面,不仅要强化粮食生产、储备、流通安全,更要强化产业支撑,提升粮
食企业的效益和竞争力。粮食精深加工能够通过优选原料、综合利用副产物来延伸产
业链和提升附加值,从而增强粮食加工企业的核心竞争力,避免低端同质化竞争,提
升企业经济效益,同时能够引导消费需求,符合高质量发展的核心要义。我国优质粮
食工程成效初显,精深加工水平有了初步的提高,但同发达国家相比较,我国粮食精
深加工的整体发展水平仍存在相当程度的差距。然而,目前关于粮食企业精深加工发
展程度的研究还不够深入,客观评价体系还不够完善。通过构建科学合理的指标评价
体系,能够更加准确地衡量粮食企业精深加工的发展水平,有助于把握粮食企业精深
加工发展过程中的瓶颈和关键问题,为企业的发展指明方向。
参照农业部关于支持精深加工发展的政策措施及农业高质量发展的相关规划,以
科技创新、产业链延伸、产业发展、经营效益为基础构建粮食企业精深加工综合评价
体系,分为四个二级指标和14 个三级指标。选取湖北省粮食企业2015 年至 2019 年
的统计数据进行纵向测度分析,选取粮食主产区十三个省份 2019 年的数据进行横向
测度分析,得出湖北省粮食企业精深加工发展水平综合指数并进行实证分析。
结果表明,2015 年至 2019 年湖北省粮食企业精深加工发展水平整体呈上升趋势
但略有波动,2018年发展水平最高,2019年略有下降。从四个二级指标的分项指数
来看,科技创新水平五年来基本呈增长趋势,2018年略有下降;产业链延伸不足,
2018 年和 2019 年下降尤为明显,整体波动幅度较大;产业发展水平逐步提升但略有
波动;经营效益明显提升。在十三个省份中,湖北省粮食企业精深加工发展综合指数
为 49.5,排名第四,相对靠前;分项排名分别是科技创新水平排名第十、产业链延伸
程度排名第三、产业发展水平排名第五、经营效益排名第六。综合来看,湖北省粮食
企业精深加工发展水平在 2015-2019 年基本呈上升趋势略有波动,但与粮食主产区其
他省份相比,科技创新明显不足,产业链延伸程度有待进一步提升,产业发展水平和
经营效益还有很大的上升空间。粮食企业开展精深加工应加快技术研发,加强资源利
用和多元经营,注意细分市场和强化品牌建设,从而提升加工产品品质和发展水平。

I ABSTRACT
Food security is the foundation for national security. It is also an important guarantee
for our country to cope with different risks and challenges. In recent years, grain output has
continued to rise, the food security situation has improved, and the food rations are
completely self-sufficient. But grain supply and demand will maintain a tight balance in
China. It is necessary to strengthen the safety of grain production, storage, and circulation.
More importantly, we need to strengthen industrial support and improve the quality,
efficiency and competitiveness of the grain industry. Intensive processing can extend the
industrial chain and increase added value by optimizing raw materials and
comprehensively utilizing by-products, thereby enhancing the core competitiveness of
grain processing enterprises. High-quality grain projects have achieved remarkable results,
and the level of deep processing has been initially improved. However, compared with
developed countries, there is still a certain gap in the overall development level of deep
processing of grains in China. At present, the research on the development degree of deep
processing of grain enterprises is not deep enough, and the objective evaluation system is
not perfect. By constructing a scientific and reasonable index evaluation system, the
development level of deep processing of grain enterprises can be measured more accurately.
It is helpful to grasp the bottlenecks and key points in the development of deep processing
of grain enterprises.
With reference to the policies and measures of the Ministry of Agriculture about deep
processing and the plans for the high-quality development of agriculture, a comprehensive
evaluation system for deep processing of grain enterprises is built on the basis of
technological innovation, industrial chain extension, industrial development, and
operational efficiency. There are four secondary indicators and 14 third-level indicators.
The statistical data of grain enterprises in Hubei Province from 2015 to 2019 are selected
for longitudinal measurement analysis, and the data of 13 provinces in the main grain
producing areas in 2019 were selected for horizontal measurement analysis. Use the
analytic hierarchy process to obtain a comprehensive index of the development level of
grain enterprises in Hubei Province and conduct empirical analysis.
The results show that the development level of intensive processing of grain
enterprises in Hubei Province shows an upward trend from 2015 to 2019, but it fluctuates
slightly. The development level is the highest in 2018 and slightly decreases in 2019.
Judging from the four secondary indicators, the level of technological innovation has
basically shown an increasing trend in the past five years. Except for a slight decline in
2018, the level of technological innovation is steadily improving. The extension of the
industrial chain is insufficient, and it declines in 2018 and 2019. The level of industrial
development has gradually improved but fluctuates slightly. The operating efficiency has
been significantly improved. Among the 13 provinces, the comprehensive index of
intensive processing development of grain enterprises in Hubei Province is 49.5, ranking
