摘要
随着我国国民经济不断发展和金融改革不断深化,传统农村信用社得到前所未有
的发展。当前现代高科技与金融深度融合,以服务“三农”和农村地区经济为主的农
村信用社遇到了前所未有的市场竞争,面临着空前的竞争压力和挑战。农村信用社欲
求稳住其在本地区的市场份额,需要不断地提高其核心竞争力。人力资源管理是企业
提升核心竞争力的重要方式之一,在现有人员结构下,怎样才能提高员工的工作效率
和工作积极性,是现阶段农村信用社亟待解决的问题。为了更好地完成银行经营目标,
W 农村信用社引入了绩效考核管理,推进绩效挂钩,但由于此前的绩效管理不完善,
W 农村信用社经营效率未得到明显提高,如果不能及时找到解决此问题的方法,将
会影响 W 农村信用社向农商行转型及其未来的持续发展。
本文阐述了银行业绩效考核的研究背景和研究意义,综述了国内外学者对银行绩
效考核的研究内容和研究方法,规划了论文的研究内容,并以 W 农村信用社的绩效
考核作为研究主体,具体描述了 W 农村信用社现行的绩效考核制度,本论文运用了
文献分析法、调查问卷法、案例分析法等研究方法,对W 农村信用社现行的绩效考
核制度进行分析,发现存在基层人员考核指标设置不合理、个人绩效考核评价不科学、
考核过程不透明、考核结果应用范围狭窄等问题,并分析了产生问题的主要原因,如
联社机关部门考核内容不明确、注重基层信用社考核而忽视了对基层员工个人考核、
忽视绩效考核的管理、绩效考核与员工成长相分离等方面的原因。笔者尝试将平衡计
分卡引入到W 农村信用社的绩效考核中,完善 W 农村信用社绩效考核设计,绘制 W
农村信用社战略地图,将战略目标融入到绩效考核之中。根据四个维度,即财务维度、
客户维度、内部运营维度、学习与成长维度,选取合适的考核指标,运用层次分析法
进行分析,确定各考核指标的权重,提出了建立适应当前业务发展的现代银行绩效考
核体系的建议。同时,提出对各类基层员工绩效实行区别考核、完善考核流程提高考
核过程的透明度、绩效考核与员工成长相结合等方面的改进建议,进而完善 W 农村
信用社的绩效管理,激发W 农村信用社员工内生动力,提升农村信用社整体经营效
益。
论文研究成果对 W 农村信用社提高人力资源管理水平,提升核心竞争力,实现
改制农商行,将起积极的促进作用。与此同时,论文也将为被同类问题所困扰的银行

业金融机构提供有益的借鉴和参考。

Abstract
As the national economy in our country constantly develops and the financial reforms
are deepened, it has promoted the unprecedented development of traditional rural credit
cooperatives. However, as the regional the modern high technology deeply integrates
finance, the unprecedented market competition has been faced by the rural credit
cooperatives that pay attention to "agriculture, rural areas and farmers" and rural areas,
which also face unprecedented competitive pressures and challenges. The rural credit
cooperatives have the necessity to continuously improve their core competitiveness to
stabilize their market share in the region. When it comes to human resource management,
it is one of the significant ways for enterprises to enhance their core competitiveness.
Under the existing personnel structure, the urgent problem to be solved by rural credit
cooperatives at this stage lies in how to improve the work efficiency and enthusiasm of
employees. For the purpose of better accomplishing the bank;s business objectives, the
performance appraisal management should be introduced by W Rural Credit Cooperatives
to promote the linkage with performance. Under the impact of the imperfect performance
management before, the operation efficiency of W Rural Credit Cooperatives has not been
significantly improved. The transformation of W Rural Credit Cooperatives to rural
commercial banks and its sustainable development in the future will be affected it fails to
find a solution to this problem in a timely manner.
In this thesis, the research background and research significance of banking
performance appraisal are elaborated, the research content and research methods of
domestic and foreign scholars on bank performance appraisal are reviewed, the research
content of the thesis is planned, and the performance management appraisal of rural credit
cooperatives is taken as the research subject, so the current performance appraisal system
of W Rural Credit Cooperatives is specifically described. The methods such as literature
