绩效管理是企业管理的“指挥棒”,是保障企业战略实施、提升效益效率的有
力工具,是调动各级管理者与员工工作积极性的重要手段。国家电网有限公司自
成立以来就高度重视绩效管理工作,多年来,公司结合集团公司特点和改革发展
实际,探索构建了一套分级分类绩效管理体系。国网H 供电公司作为国家电网第
三层级组织机构,结合自身功能定位和业务特点,也建立了相应的绩效考核委员
会和绩效管理制度。2020 年,顺应时代发展和形式变化,国网公司确立了建设具
有中国特色国际领先的能源互联网企业的战略目标,在这个背景下,如何激发 H
供电公司各级组织和员工活力,完善企业内部管理,提升企业管理效率和经营效
率,是一个具有研究意义的课题。
本课题的研究对象是国网H 供电公司绩效管理体系,通过查阅相关文献,并
对企业进行现场调研,运用绩效管理的相关理论知识,从组织绩效和员工绩效两
个层面介绍H 供电公司绩效管理组织体系,通过访谈和调查问卷,在绩效管理流
程四个阶段,对公司绩效管理进行了研究,提出优化改进方案。优化方案包括明
确公司战略目标、确定关键绩效指标,采取绩效沟通“三步曲”,优化考核方法,
拓展绩效结果应用范围等,本研究在绩效管理模式方面提供了新思路,促进了员
工绩效与组织绩效、公司经营业绩和战略目标一体化联动,激发了干部与员工干
事创业积极性、主动性、创造性。后续随着企业管理实践工作的不断深入,各种
新的理论和方法不断涌现,课题中的优化方法也将会更加完善。

I Abstract
Performance management is the "baton" of enterprise management, a powerful tool
to ensure the implementation of enterprise strategy and improve efficiency, and an
important means to mobilize the work enthusiasm of managers and employees at all
levels. State Grid Corporation of China has attached great importance to performance
management since its establishment. Over the years, the company has explored and
constructed a set of hierarchical and classified performance management system in
combination with the characteristics of the group company and the reality of reform and
development. State Grid h power supply company, as the third level organization of the
State Grid, has also established the corresponding performance appraisal committee and
performance management system in combination with its own functional positioning
and business characteristics. In 2020, in line with the development of the times and
changes in form, State Grid Corporation of China has established the strategic goal of
building an international leading energy Internet enterprise with Chinese characteristics.
Under this background, how to stimulate the vitality of organizations and employees at
all levels of h power supply company, improve the internal management of the
enterprise, and improve the management efficiency and operation efficiency of the
enterprise is a subject of research significance.
The research object of this topic is the performance management system of State
Grid h power supply company. By consulting relevant literature, conducting on-site
investigation on the enterprise, and using the relevant theoretical knowledge of
performance management, this paper introduces the performance management
organization system of h power supply company from the two levels of organizational
performance and employee performance. Through interviews and questionnaires, this
paper studies the company;s performance management in the four stages of
performance management process and puts forward optimization and improvement
schemes. The optimization plan includes clarifying the company;s strategic objectives,
determining key performance indicators, adopting the "three steps" of performance
communication, optimizing evaluation methods, expanding the application scope of
performance results, etc. This study provides new ideas in the performance
II management mode, promotes the integrated linkage between employee performance
and organizational performance, company business performance and strategic
objectives, and stimulates the entrepreneurial enthusiasm, initiative and creativity of
cadres and employee officers. In the follow-up, with the deepening of enterprise
management practice, various new theories and methods continue to emerge, and the
optimization methods in the subject will be more perfect.
