摘要
房地产业在我国的经济发展中有着举足轻重的地位,属于资金密集型行业,因此
对资金需求量较大,房地产项目融资途径主要以银行贷款、私募股权基金投资为主,
但随着我国房产调控力度的加大,政府延续“从严”的房地产调控思路,商业银行的
房地产开发贷款的风险控制也将面临更为严峻的挑战。同时,银行信贷成为房地产开发
贷款的主要融资渠道,甚至某些商业银行房地产占比超过 20%。房地产开发贷款具有显
著特点,不仅期限长,而且利率高,但同时风险也相应较大,因此商业银行对房地产开
发贷款业务较为重视,强化风险管理也成为商业银行开展房地产贷款项目管理的核心内容。
BH 银行是一家全国性股份制银行,本文将先对我国房地产市场整体运行情况进行
分析,并在理论研究的基础上,以 BH 银行为例,对银行经营概况、发展水平、风控现
状等内容予以论述,在 BH 银行房地产开发贷款风险研究中,具体从外因和内因两方
面入手,外因风险涉及政策风险、经营风险、市场风险、合规风险、抵押物变现风险和
信用风险六大要素,内部风险成因主要体现为市场定位、业绩压力、流程风险、技术风险
和重贷轻管五方面。
针对以上 BH 银行房地产开发贷款风险成因,本文将从贷前、贷中、贷后和保障
机制四个角度提出对策建议。一是要细化贷前调查,具体从项目概况及建设情况、项目
市场情况、项目财务情况分析、资信状况、投资项目敏感性分析及风险及防范措施等六方
面入手;二是优化贷中审查,应主要防控系统风险、合规风险、市场分化风险、过度融资风
险、经营风险和抵押担保风险;三是强化贷后管理,做好日常监测、现场检查等工作;
四是完善保障机制,主要手段包括推行风险文化、完善内部流程、强化预警管理和加强
专业培训。

Real estate industry has a pivotal position in the economic development of our country,
belongs to the capital-intensive industry, so the demand for money is bigger, the real estate
project financing ways mainly bank loans, debt collection, private equity fund investment is
given priority to, but along with the increase of real estate regulation and control strength,
the government continue to "strictly" of real estate regulation and control way of thinking,
the development of real estate loans of commercial Banks risk control will face more
severe challenges. At the same time, bank credit has become the main financing channel of
real estate development loans, and even some commercial banks; real estate accounts for
more than 20%. Real estate development loan has significant characteristics, not only long
term, and high interest rate, but also relatively large risk, so commercial banks pay more
attention to real estate development loan business, strengthening risk management has
become the core content of commercial banks to carry out real estate loan project
management.
BH is a national joint-stock bank, this article will first analyze the overall operation of
the real estate market in China, and on the basis of theoretical research, BH Banks, for
example, the bank management situation and development level, the situation of risk
control content, such as real estate development in BH bank loan risk study, specifically
from the two aspects of external cause and internal cause, external cause design market risk,
policy risk and so on six big elements of the internal risk causes mainly embodied in
market positioning, performance, process risk, technology risk and heavy pressure, light
pipe in five aspects.
In view of the causes of the risk above the real estate development loan of BH Bank,
this paper will put forward countermeasures and suggestions from four perspectives: pre-
loan, during loan, post-loan and guarantee mechanism. First, it is necessary to refine the
pre-loan investigation, which starts from the six aspects of project finance, construction
situation, credit situation, risk and preventive measures. Second, to optimize the loan
review, we should mainly prevent and control system risks, compliance risks, market
differentiation risks, excessive financing risks, operation risks and mortgage guarantee risks;
Third, strengthen the post-loan management, do a good job in daily monitoring, on-site
inspection and other work; Fourth, to improve the safeguard mechanism, the main means
include promoting risk culture, improving internal processes, strengthening early warning
management and strengthening professional training.
