供电企业安全管理评价与对策研究——以 HZ供电公司为例
摘 要
随着科技进步和社会发展,电力行业已经成为支撑我国经济发展和保障居民
生产生活的支柱。在电力的生产运作中,存在着很多能够引起电网故障发生的因
素,危害电网安全并且影响用电可靠性。伴随着电网电压等级不断提高,电力用
户数量不断增加,以及自动化设备的普及,电力行业的安全问题越来越突出。现
代安全管理理论已经运用到各行各业中,供电企业进行安全管理是保障企业安全
稳定的基础性工作,而对企业目前的安全管理现状运用科学的评价手段进行评
价,是进行有效安全管理的前提。
首先,本文对安全管理理论和国内外供电企业安全管理评价研究现状进行深
入学习,丰富了理论基础,学习了先进的经验,以此确定了本文的研究思路和方
法;其次运用“4M”理论,从人员、设备、环境、管理四个方面分析影响供电企
业安全管理的因素,构建了其评价指标体系,并对所包含指标进行了解释,使评
价指标体系更全面、科学;然后通过专家打分确定判断矩阵,采用层次分析法来
确定指标体系中各评价指标的权重值,同时,将模糊综合评价法引入到安全管理
评价中去,利用调查问卷数据计算出各评价指标隶属度,经过模糊变换得出各层
次指标模糊综合评价向量,可以更直观的得出评价结果,并且在一定程度上降低
主观因素对评价准确性的影响,使评价结果更具有科学性;最后,以 HZ供电公
司为研究对象进行实证分析,将研究成果运用到实际中去,针对安全管理评价中
发现的问题进行归纳总结,并提出相关的改进意见,达到了提高安全管理水平的
目的,从而验证了研究成果的可靠性和正确性,希望能有助于其他单位的安全管
理工作的进行。

ensure the production and life of residents. In the production and operation of the
power grid, there are many factors that can cause power grid failures, which endanger
the security of the power grid and affect the reliability of electricity consumption. With
the continuous improvement of the grid voltage level, the continuous increase in the
number of power users, and the popularization of automation equipment, the security
issues in the power industry have become more and more prominent. Modern safety
management theory has been applied to all walks of life. The safety management of
power supply enterprises is the basic work to ensure the safety and stability of
enterprises, and the use of scientific evaluation methods to evaluate the current safety
management status of enterprises is the premise of effective safety management.
First of all, this paper conducts in-depth study on the safety management theory
and the current research status of safety management evaluation of power supply
enterprises at home and abroad, enriches the theoretical basis, and learns advanced
experience to determine the research ideas and methods of this paper; secondly, using
the "4M" theory, The factors affecting the safety management of power supply
enterprises are analyzed from the four aspects of personnel, equipment, environment
and management, and the evaluation index system is constructed, and the included
indexes are explained to make the evaluation index system more comprehensive and
scientific; then, the judgment matrix is determined by expert scoring. , using the
analytic hierarchy process to determine the weight value of each evaluation index in
the index system, at the same time, introducing the fuzzy comprehensive evaluation
method into the safety management evaluation, using the questionnaire data to
calculate the membership degree of each evaluation index, and obtaining each
evaluation index through fuzzy transformation. The hierarchical fuzzy comprehensive
evaluation vector can get the evaluation results more intuitively, and reduce the
influence of subjective factors on the evaluation accuracy to a certain extent, making
the evaluation results more scientific. , apply the research results to practice,
summarize and summarize the problems found in the safety management evaluation,
and put forward relevant improvement suggestions, so as to achieve the purpose of
improving the safety management level, thereby verifying the reliability and
correctness of the research results. It is hoped that It can contribute to the safety
production management of other units.
