摘要
随着我国进入经济高质量发展的新阶段,为充分保证民营企业活力,促进
经济长远健康发展,国家开始大力支持实体小微企业发展,并制定了较多鼓励
或强制商业银行发展普惠金融业务政策。在此背景下,强化普惠金融信贷业务
风险管理具有重要的现实意义。
论文先对研究普惠金融风险管理的背景和意义进行了分析,并基于国内外
文献梳理,从普惠金融发展历程、业务拓展模式以及风险管理理论进行了理论
机理分析。
论文从城市商业银行Z分行普惠金融团队建设、资产余额、不良状况、风
险管理机制以及业务拓展流程等进行了现状分析,并结合现有的风险事件进行
了案例分析。在现状分析的基础上,论文基于模糊综合评判对Z分行普惠金融
业务进行了定量风险实证研究,结果表明:最大隶属度原则表明X城市商业银
行Z分行普惠金融信贷风险属于优程度;分值转化计算结果显示贷前、贷中和
贷后三个环节的分值为69.71、87.14和79.65分,即贷前环节风险较高;Z分
行普惠金融信贷总体风险分值为79.08,处于良层次,表明Z分行普惠金融业
务需要进一步强化风险管理水平。结合Z分行普惠金融发展现状和实证分析结
果,汇总发现Z分行主要存在括贷前客户结构有待调整、缓释措施有待提升、
客户经理产能不足的问题,贷中业务资料真实性难以把控、合规性手续和流程
审查不规范等问题,以及贷后日常监测不及时、监测流于形式、客户粘性不足
等问题,造成这些问题的成因包括外部不可控因素影响、金融市场环境竞争、
普惠金融业务双人面签制度有待完善、审查人员设置以及审批制度不完善、业
审批流程不健全、贷后监管体系不完善以及客户维护机制不健全等。
结合Z分行普惠金融业务存在的风险管理问题,论文基于普惠金融业务贷
前、贷中和贷后三个流程提出了包括调整普惠金融发展战略、优化普惠金融业
务结构,明确客户经理职责、加强普惠信贷风险文化培训,完善普惠金融业务
面签制度,优化普惠金融审查岗设置以及审批制度,完善普惠金融业务审查流
程,加强普惠金融业务贷后监管以及健全普惠金融客户维护机制的建议。

Abstract
As China enters a new stage of high-quality economic development, in order to
fully ensure the vitality of private enterprises and promote the long-term and healthy
economic development, the state began to vigorously support the development of
physical small and micro enterprises, and has formulated more policies to encourage
or force commercial banks to develop inclusive finance business. In this context, it is
important to strengthen the risk management of inclusive financial credit business.
The paper first analyzes the background and significance of studying the risk
management of inclusive finance, and analyzes the development process of inclusive
finance, the business expansion mode and the risk management theory.
The paper analyzes the inclusive financial team construction, asset balance, bad
condition, risk management mechanism and business development process, and
analyzes the case combined with the existing risk events. Based on the basis of
current analysis, the paper conducted a quantitative empirical study on inclusive
financial business of Z Branch based on fuzzy comprehensive evaluation. The results
show that the maximum membership principle indicates that the inclusive financial
credit risk of the Z is 69.71,87.14 and 79.65, which is high risk; the overall risk score
of inclusive financial credit is 79.08, indicating that Z Branch needs to further
strengthen the risk management level. Combined with the current development status
of inclusive finance and the empirical analysis results of Z Branch, Summary found
that Z Branch mainly has problems of adjusted customer structure, improved slow
release measures and insufficient capacity of customer manager; The authenticity of
business data in the loan, compliance procedures and process review, As well as the
post-loan daily monitoring is not timely, a mere formality,insufficient customer
stickiness and other problems, The causes of these problems include the influence of
external uncontrollable factors, competition in the financial market environment, the
perfect face-to-face signing system of inclusive financial business, the review
personnel setting and the imperfect examination and approval system, the imperfect
approval process, the imperfect post-loan supervision system and the imperfect
customer maintenance mechanism.
Combined with the risk management problems of Z branch, the paper is based on
three processes, including adjusting the strategy of inclusive finance development,
