人类社会在经历了农业和工业革命之后,新一轮的以科技和产业革命为首的
信息革命接踵而至。新的业态模式在数据价值转换、数字技术实体经济融合、产
业数字化程度逐渐加深的基础上实现了全面的革新,通信运营商依托5G平台应为
推动这场产业变革发挥出重要作用。目前,囿于传统运营思维,许多通信运营商
还未能完全适应数字经济浪潮下的外部环境改变与内部转型发展要求。
H移动公司地处中国中部地区,是区域内最大的移动分公司。随着 5G时代的
到来,H移动公司现行的发展战略已经不能够适应当下环境快速的变化,突出问题
表现为发展战略制定创新不足,配合战略执行的相关体系不到位。本文在运用PEST
分析和五力模型等相关管理学工具分析其所处内外部环境基础上,提出将 H移动
公司的战略目标调整为优化新兴领域布局,打造新型数字化产业生态;优化战略
重点为在深耕产业下游打造独特平台的同时强化数据变现方式,对 ToB端进行深
入优化实现转型;确定战略措施为,一是通过对技术的创新来带动 H移动公司的
数字化发展水平确保领先地位,二是通过打造明星产品来拓展客户业务收获忠实
用户,三是用物联网在家庭和企业中的广泛应用来带动持续发展,四是优化平台
建设大数据湖。最后,围绕数智化建设、人才管理以及风险管理等方面,提出了
与战略实施相关的保障措施。

Abstract
After the agricultural and industrial revolution, a new round of information
revolution led by the technological and industrial revolution followed.The acceleration
of data value conversion, the integration of digital technology and real economy, and the
comprehensive promotion of industrial digitalization have led the comprehensive
transformation of new models and new forms of business. Communication operators
should play an important role in promoting this industrial transformation relying on 5G
platform. At present, limited by traditional operation thinking, many communication
operators have not fully adapted to the external environment changes and internal
transformation development requirements under the tide of digital economy.
H Mobile Company is located in central China and is the largest mobile branch in
the region. With the arrival of THE 5G era, H Mobile's current development strategy has
been unable to adapt to the rapid changes in the current environment. The prominent
problems are the lack of innovation in the development strategy formulation and the
lack of relevant systems for the implementation of the strategy. Based on the analysis of
its internal and external environment by PEST analysis and five Forces model and other
related management tools, this paper proposes to adjust the strategic goal of H Mobile
to optimize the layout of emerging fields and build a new digital industrial ecology. The
optimization strategy focuses on strengthening the data realization mode while creating
a unique platform for deep cultivation downstream, and further optimizing the ToB end
to realize the transformation. Determine the strategic measures for, first of all, through
the technological innovation to drive H mobile company's digital development level to
ensure the leading position, secondly by create star products to expand customer
business gain loyal users, again with the Internet of things is widely used in households
and businesses to promote sustainable development, the final optimization platform
construction of big data lake; And around the construction of digital intelligence, talent
