摘要
地质勘查为国家经济建设和社会发展提供了重要的矿产资源保障,但随着国
际国内矿业开发投入进入下行调整阶段,传统地质勘查业务不断减少,而涉及民
生等服务领域的水文地质、农业地质、地质灾害调查等大地质方向业务在不断提
升。同时随着事业单位转制为企业改革工作的继续推进,地勘单位长期养成的粗
放型管理方式已严重制约其发展,地质勘查企业怎么有效的调整企业战略发展方
向,实现高质量发展,成为其急需解决的问题。
本文采用 PEST、波特“五力模型”方法分析 A地质勘查公司的宏观及行业
环境。从分析中可以看出公司在企业转型升级政策支持、贵州省大数据、大生态、
乡村振兴及大地质发展方面存在机遇,但也存在传统地勘市场萎缩,经营项目竞
争加剧、地方保护壁垒严重,获取项目难的威胁。同时本文从资源和能力方面对
A地质勘查公司进行内部分析,从分析可以看出其优势在于拥有独特的区位优
势、拥有勘探经验、专业门类齐全、拥有丰富地质资料及品牌优势,劣势在于管
理观念落后,管理模式陈旧、缺乏战略意识等问题。在内外部环境分析基础上,
本文通过 SWOT分析法及定量分析法,提出了公司应当实行发挥优势,避免威
胁的 ST战略,在传统地质勘查主业的基础上,做好农业地质、水文地质、地质
灾害治理等大地质方向业务,实现 A地质勘查公司的稳定发展,并从建立现代
企业制度、加强项目精细化管理、加强人才队伍建设、推进产学研一体化发展方
面提出战略执行的措施。
希望通过本文的研究有助于 A地质勘查公司树立未来的发展战略,更好的
服务于地方经济发展,同时也为行业内其它类似地质勘查企业今后的发展提供一
些参考和指导作用。

ABSTRACT
Geological prospecting provides important mineral for economic and social
development. However, as the investment in international and domestic mining
development enters a downward adjustment stage, traditional geological exploration
business continues to decrease; but services such as hydrogeology, agricultural
geology, geological disaster survey and other major geological businesses are
constantly improving. At the same time, with the continuous advancement of the
transformation of public institutions into enterprise reforms, the extensive
management methods developed by geological prospecting units for a long time have
severely restricted the development of geological prospecting units. How to adjust the
strategic development direction of enterprises and achieve high-quality development
has become problems urgently needed to be solved by geological prospecting
enterprises in the new era. Using PEST analysis and Porter's five forces model, the
author analyzes the external and industry circumstances of A geological survey
company.From the analysis, it can be seen that the company has opportunities in the
areas of corporate transformation and upgrading policy support, big data in Guizhou
Province, big ecology, rural revitalization, and big geological development. At the
same time, there are also shrinking traditional geological prospecting markets,
intensified competition for operating projects, and serious local protection barriers.
The threat of difficulty in obtaining the project; internal analysis of A geological
survey company in terms of resources and capabilities shows that its advantages lie in
its unique location advantages, exploration experience, complete professional
categories, rich geological data and brand advantages, but also there are problems
such as backward management concepts, outdated management models, and lack of
strategic awareness. Based on the analysis of internal and external environments,
through SWOT analysis and quantitative analysis, it is proposed that company should
implement the ST strategy .On this basis, we will do a good job in major geological
businesses such as agricultural geology, hydrogeology, and geological disaster
management to maintain the company's stable development. Finally, it puts forward
the measures and suggestions to implement the strategy from the aspects of
establishing modern enterprise system, strengthening project fine management,
strengthening talent team construction and promoting the integrated development of
industry, University and research . Hoping that the research can help A Geological

Survey Company to establish a future development strategy, better serve the local
economy, At the same time, it will also provide some reference for the future
development of other similar geological prospecting enterprises。
