自2001年我国加入世界贸易组织后,我国的对外贸易带动了我国的经济快
速增长,到2015年3月底,我国的外汇储备总量达到3.95万亿美元,我国GDP
达689052亿元,经济总量世界排位第二。2019年中国全年国内生产总值 990865
亿元,按可比价格计算,比上年增长 6.1%,符合 6%-6.5%的预期目标。分季度
看,一季度同比增长 6.4%,二季度增长 6.2%,三季度增长 6.0%,四季度增长
6.0%。分产业看,第一产业增加值 70467亿元,比上年增长 3.1%;第二产业增
加值 386165亿元,增长 5.7%;第三产业增加值 534233亿元,增长 6.9%。我国
的经济增长主要还是依赖投资和贸易,带动国内经济发展,为了适应社会环境,
每一部法律的颁布或修改,调整社会生活规则,甚者催生新的行业,相应的法
律服务必不可少,律师事务所的发展战略也将随着社会经济的发展而进行阶段
性调整。
本文以山东 A律师事务所发展战略为研究对象,综合运用文献、案例、比
较、访谈等研究方法,利用 PESTG模型、VRIO、五力模型、SWOT模型等分
析工具,对山东 A律师事务所发展的基本情况、内外部环境、优劣势等情况进
行系统梳理和总结,进而从使命愿景、总体战略、竞争战略、职能策略和实施
路径,并相应明确山东 A律师事务所发展战略实施的管理、组织、文化、业务
等组织保障。研究表明,山东 A律师事务所的发展环境中机会与挑战并存,在
战略制定和实施过程中,应制定扭转型总体战略,选择差异化竞争战略,同时
相关职能策略是山东 A律师事务所发展战略落地实施的关键,多方位保障发展
战略的顺利实施。
文章通过对律师事务所发展战略的应用和修正,进一步丰富了律师事务所
发展战略研究的内涵,理论应用于实践,本文研究成果在解决实际问题和研究
方法中完成了一定的探索和尝试,一方面希望为山东 A律师事务所发展战略提
供支撑,着力提高山东 A律师事务所发展能力,整合资源、激发潜力,实现山
东 A律师事务所高质量发展;另一方面,本文研究过程和成果,旨在为山东 A
律师事务所同类律师事务所研究、制定、管理发展战略,提供借鉴,促进该类
律师事务所高质量发展。

Abstract
Since China's accession to the World Trade Organization in 2001, China's
foreign trade has driven China's rapid economic growth. By the end of March 2015,
China's total foreign exchange reserves had reached US $3.95 trillion, China's GDP
reached 689052 billion yuan, ranking second in the world. In 2019, China's annual
GDP was 99086.5 billion yuan, an increase of 6.1% over the previous year at
comparable prices, in line with the expected target of 6% - 6.5%. In terms of quarters,
it increased by 6.4% year-on-year in the first quarter, 6.2% in the second quarter,
6.0% in the third quarter and 6.0% in the fourth quarter. By industry, the added value
of the primary industry was 7046.7 billion yuan, an increase of 3.1% over the
previous year; The added value of the secondary industry was 38616.5 billion yuan,
an increase of 5.7%; The added value of the tertiary industry was 53423.3 billion
yuan, an increase of 6.9%. China's economic growth mainly depends on investment
and trade to drive domestic economic development, in order to adapt to the social
environment, China's foreign trade and investment have driven domestic economic
development. The promulgation or amendment of each law, Adjust the rules of social
life and even give birth to new industries. Corresponding legal services are essential.
The development strategy of law firms will also be adjusted periodically with the
development of social economy.
This article takes the development strategy of Shandong A law firm as the
research object, comprehensively uses literature,case, comparative and Positive
research methods, and uses analysis tools such as PESTG model, VRIO, five forces
model, SWOT model to systematically sort out and summarize the basic situation,
internal and external environment, advantages and disadvantages of Shandong A Law
Firm; and then analyze the mission and vision, overall strategy, competition strategy,
functional strategy and implementation paths; clarify the management and
organization, culture and business and other organizational guarantees.of the
development strategy implementation of Shandong A Law Firm. Research has shown
that opportunities and challenges coexist in the development environment of

Shandong A Law Firm. In the process of strategy formulation and implementation, it
is necessary to formulate a reversed overall strategy, choose a differentiated
competitive strategy, and the relevant functional strategy is the key of the
implementation of the Shandong A Law Firm’s development strategy, to multi-faceted
guarantee strategy can promote the smoothly implement.
Through the application and amendment of corporate development strategy, this
article has further enriched the connotation of corporate development strategy
research and the application of theory to practice. The research results of this article
have completed certain explorations and attempts in solving practical problems and
research methods. On the one hand, it hopes to provide support for the development
strategy of Shandong A Law Firm, strive to improve the development ability of
Shandong A Law Firm, integrate resources, stimulate potential and realize the
high-quality development of Shandong A Law Firm; On the other hand, the research
process and results of this paper are intended to provide reference for the research,
formulation, management and development strategy of similar law firms like
Shandong A Law Firm and promote high-quality development of such law firms.
