供应链视角下 C高新技术企业组织韧性研究
摘要
随着全球化进程的加快和各经济体的融合加深，在后疫情时代，
企业面临的经营环境的不确定性进一步加剧，国际政治风云变幻、全
球疫情持续肆虐、西方国家对高新技术的封锁引起的芯片断供，这些
都给高新技术企业带来了极大的挑战。在这种不确定性加剧的背景
下，如何建立快速反应内外部环境的供应链是这些高新技术企业必须
面对的难题。因此，积极构建或提升企业的组织韧性，保障企业供应
链不受外部危机侵害成为学术界研究的重点课题。
C高新技术企业供应链在企业处于危机时显得更加脆弱，如今外
部危机频繁侵扰，供应链受损，进而导致企业生产、销售萧条，产品
产能受到阻碍，整体效益下降。对于C高新技术企业而言，供应链管
理存在的不足直接影响了自身的持续发展，同时也凸显了组织体系建
设中的组织韧性不足。供应链管理已经广泛地应用于企业生产，高新
技术企业也多利用供应链柔性来灵活地安排生产从而实现降本增利，
但很多高新技术企业组织韧性度普遍不高，对组织韧性在企业发展过
程中的作用的认识还不够。组织韧性更强调面对非常规风险企业供应
链的灵活性和自身的持续发展能力，面对中美贸易战、持续恶化的疫
情等“黑天鹅”事件的影响下，企业可以通过战略优化、组织建设、
机构优化等措施来保证企业的正常持续运转，避免出现面对突发事件
不知所措的现象，这种迅速调动资源的供应链柔性其实就是组织韧性

的体现。对高新技术企业而言，组织韧性的强弱对于自身应对复杂的
内外部环境，减少疫情带来的冲击以及未来发展过程中遇到的不可预
知的“黑天鹅事件”具有重要意义。
因此，本文以企业供应链为视角，通过对高新企业危机抗性问题
的研究，为 C企业能迅速适应外部危机环境而构建、提升组织韧性，
保障企业稳固发展，推动企业在逆境中前进。

ABSTRACT
With the acceleration of globalization and the deepening of the integration of
various economies, in the post epidemic era, the uncertainty of the business
environment faced by enterprises is further exacerbated, the changes of international
politics, the global epidemic continues to rage, and the chip supply interruption
caused by the blockade of high-tech by western countries have brought great
challenges to high-tech enterprises. Under this background of increasing uncertainty,
how to establish a supply chain that can quickly respond to the internal and external
environment is a difficult problem that these high-tech enterprises must face.
Therefore, actively building or improving the Organizational Resilience of enterprises
and ensuring that the enterprise supply chain is not infringed by external crises have
become the key topics of academic research
C the supply chain of high-tech enterprises is more vulnerable when the enterprise
is in crisis. Now, the external crisis frequently invades and damages the supply chain,
which leads to the depression of enterprise production and sales, the obstruction of
product capacity and the decline of overall benefits. For C high-tech enterprises, the
shortcomings of supply chain management not only directly affect their sustainable
development, but also highlight the lack of organizational toughness in the
construction of organizational system. Supply chain management has been widely
used in enterprise production, and high-tech enterprises also use supply chain

However, the organizational toughness of many high-tech enterprises is generally not
