致谢
三年的研究生生活即将结束,当完成这篇论文时,最先要感谢的就是我的导
师谢守祥教授。本文从开题、写作到文章的修改以及相应的科研工作都是在我敬
爱的导师悉心指导下完成的。谢教授渊博的学识、严谨的治学态度和事实求是的
作风给我留下了深刻印象;让我学习到了以怎样的态度对待和开展工作,这将让
我终身受益。
在选择题目时,谢守祥教授认为我自身已经积累了多年焦化行业高层管理者
的经验,理应选择与焦化产业发展战略相关的题目。在论文写作过程中,由于我
的个人水平有限,出现很多错误以及不严谨之处,谢老师都抽出时间指出我论文
的不足之处并给出指导意见。
还要感谢学院里我的各位老师和同学。在日常的学习中,正是有了你们的帮
助,我才能获取足够的专业知识来完成这篇论文,和各位同学的友谊也是我今生

摘要
为了尽快实现绿色可持续发展的道路,做为炼焦煤唯一的价值消费渠道,焦
化产业不得不面临着产品结构调整以及经营管理升级转型的现状。但与此同时,
焦化产业在实际生产经营中所存在的问题也是日益凸显,比如:产业资源利用率
低、资源消耗较高,产业结构搭配不合理、环保问题严峻等。因此,焦化产业必
须要通过部署和制定战略,充分发挥起自身的优势、找到合理并且有效的解决问
题的途径、紧跟着行业的发展趋势、利用好存在的发展机遇,构建出适合自身的
企业核心竞争力,使得企业实现完成可持续循环经济发展的目标。
本文利用企业战略管理的理论和方法,以企业在新时代发展转型时的现实需
求为基础,将徐州天安化工有限公司为研究对象,在研究现代战略管理理论的基
础上,结合实践,对公司的外部环境和内部环境分别进行了综合性分析与研究,
从而确保能够立足于在徐州天安化工有限公司长期规划发展的视角之上,系统的
对其展开发展战略的分析与制定工作。本文同时利用 IFE矩阵模型从企业内部
的角度上,对能够给公司造成影响的各个关键因素分别进行了分析以及清晰的展
示。在讨论企业的外部环境因素时,本文将PEST矩阵和波特五力模型做为基础
工具,对在公司发展中所面对的外部机遇和挑战也同样展开了详细的阐述。除此
之外,为了充分掌握企业的外部机遇与威胁,本文重点利用 EFE矩阵模型实施
了分析与评价。
在完成公司内外部环境的综合分析之后,徐州天安化工有限公司的发展战略
的框架也逐步清晰明朗,本文同样在结束 SWOT模型的分析之后,对公司发展
战略的目标、发展战略的重要关注点、发展战略的各个阶段分别予以了完整具体
的阐述,同时也针对围绕发展战略的各个阶段的具体举措制定了详细的业务战略
和职能战略。
最后,为了保证徐州天安化工有限公司整体战略规划的实现,本文分别从建
立企业文化、调整组织结构、发展创新机制、建立人力资源管理体系、建设市场
营销管理体系等各个方面分别制定出了详细的实施措施,最终帮助企业实现经济
发展与环境保护的和谐共同发展。

Abstract
In order to realize the sustainable development of green road, the only value as a
coking coal consumption channel, coking industry have to face the present situation of
the product structure adjustment and upgrade management transformation, meanwhile,
the coking industry, the problems in the practical production and operation is also
growing, such as: low resource utilization rate, high resource consumption rate,
unreasonable industrial structure, serious environmental problems, etc. Therefore,
coking industry must formulate development strategy, give full play to its own
advantages, find a reasonable and effective way to solve the problem, keep up with
the development trend of coking industry, and make good use of the existing
development opportunities to build its own core competitiveness, so that enterprises
can achieve the goal of sustainable circular economy development.
Based on the theory and method of enterprise strategic management, this paper
takes Xuzhou Tian'an Chemical Industry Co., Ltd. as the research object. On the basis
of modern strategic management theory and combined with practice, it makes a
comprehensive analysis and Research on the external and internal environment of the
company, so as to ensure that it can be based on Xuzhou Tian'an Chemical Industry
Co., Ltd From the perspective of long-term development, carry out the analysis and
formulation of enterprise development strategy. At the same time, from the internal
perspective of the enterprise, this paper uses the IFE matrix model to analyze and
clearly show the key factors that can affect the company. When discussing the
external environmental factors of enterprises, this paper takes pest matrix and Porter's
five forces model as the basic tools, and also elaborates the external opportunities and
challenges in the development of the company. In addition, in order to fully analyze
the external opportunities and threats of enterprises, this paper focuses on the analysis
and evaluation by using EFE matrix model.
After the comprehensive analysis of the company's internal and external
environment, the development strategy framework of Xuzhou Tian'an Chemical Co.,
Ltd. is gradually clear. And after the end of SWOT model analysis, this paper gives a
specific description of the company's development strategy objectives, important
concerns of development strategy, and each stage of development strategy. At the
same time, it also makes a detailed business strategy and functional strategy for the
specific measures around each stage of development strategy.
