一直以来水都是人类生活生产不可或缺的元素,高层建筑在城市的不断涌 现促使二次供水应运而生,二次供水逐渐成为城市供水系统的重要组成部分, 甚至成为维系一个城市经济社会稳定发展的重要基础。改革开放后中国城镇化 进入高速发展阶段,城镇人口的激增对城市供水能力提出更高要求和更多挑 战。二次供水的安全稳定、水质的改善提升、供水的节能降耗等问题备受社会 关注,也促使中国的水务企业不断进行二次供水领域设备、技术和管理模式上 的革新。中国的二次供水市场由起初的无人问津到后来的鱼龙混杂逐步进入到 近几年的标准化、规范化阶段。激烈的市场竞争和巨大的市场潜能使水务企业 在面临新一轮发展机遇的同时不得不应对各种挑战。 从品牌建立到成为二次供水设备研发制造领域的龙头企业,上海WPG智 慧水务股份有限公司只用了十二年。专注水务十余载,在信息化、数字化、智 能化的时代背景下这家企业又在业界率先开启了由二次供水设备研发制造向 科技物联网的战略转型。本文以这家年轻而富有活力的科技型企业的发展战略 作为研究对象,通过对企业所处整体外部环境进行分析,利用PEST分析法阐 述其所面临的宏观外部环境,利用波特“五力”分析法研究企业所处的行业环 境;对企业发展历程进行介绍,重点围绕WPG公司所拥有的组织、财务、人 力、品牌资源和企业在生产研发、市场营销、业务盈利、业务管理方面的能力 进行分析,从而提炼出企业的内部优劣势;然后利用SWOT分析法进行企业 发展战略选择,选择SO战略作为企业的最优发展战略;结合企业的发展愿景 和目标引申出企业的总体战略和竞争战略;最后从组织、财务、技术、人力、 品牌、文化等六个维度提出保障企业战略得以落实的具体措施。通过上述研究, 以期为WPG公司的发展战略提供一种较为恰当的选择,同时也为同类企业公 司发展战略的选择和制定提供借鉴和参考。 关键词:水务企业二次供水发展战略 II RESEARCHONTHEDEVELOPMENTSTRATEGY OFSHANGHAIWPGSMARTWATERCO.,LTD ABSTRACT Waterhasalwaysbeenanindispensableelementinhumanlifeandproduction. Afterthereformandopeningup,China'surbanizationhasenteredintoa high-speeddevelopmentstage,andthesurgeofurbanpopulationputsforwardhigher requirementsandmorechallengestotheurbanwatersupplycapacity.Issuessuchas thesafetyandstabilityofsecondarywatersupply,improvementofwaterquality,and energysavingofwatersupplyhaveattractedsocialattention,whichalsoprompted Chinesewaterenterprisestocontinuouslyinnovatetheequipment,technologyand managementmodeinthefieldofsecondarywatersupply.Fromtheinitialunattended inthemarket,unevenqualityofsuppliers,uptothestageofstandardizationinrecent years,fiercemarketcompetitionandhugemarketpotentialpromoteswater enterprisestodealwithvariouschallengeswhilstfacinganewroundofdevelopment opportunities. Fromestablishmenttobecomingaleadingenterpriseinthefieldofsecondary watersupplyequipmentR&Dandmanufacturing,ittakesShanghaiWPGSmart WaterCo.,Ltd.onlytwelveyears.Focusingonwateraffairsformorethantenyears, underthebackgroundoftheeraofinformationization,digitalizationandintelligence, thisenterprisehastakentheleadintheindustryinthestrategictransformationfrom theR&Dandmanufacturingofsecondarywatersupplyequipmenttothescienceand technologyInternetofthings. Thispapertakesthedevelopmentstrategyofthisyoungandvigorous technology-basedenterpriseastheresearchobject,analyzestheoverallexternal III environmentoftheenterprise,expoundsthemacroexternalenvironmentfacedby WPGwithPESTanalysismethod,andstudiestheindustryenvironmentofthe enterprisewithPorter's"fiveforces"analysismethod;introducesthedevelopment historyofthecompany,focusingontheanalysisofWPG’sorganization,finance, humanresources,brandresources,andthecompany'scapabilitiesinresearchand development,marketing,profitability,andbusinessmanagement,bywhichextracting theinternalstrengthsandweaknessesoftheenterprise;thenusetheSWOTanalysis methodtoselectthedevelopmentstrategyoftheenterpriseandselecttheSOstrategy astheoptimaldevelopmentstrategyfortheenterprise;basedonthedevelopment visionandobjectives,puttingforwardtheoverallstrategiesandcompetitionstrategies; Finally,fromtheperspectivesoforganization,finance,humanresources,culture, brand,andtechnology,thispaperputsforwardspecificmeasurestoensurethe implementationofcorporatestrategies.
