汇编 出版。保密的学位论文在解密后适用本规定。 研究生签名：时间：年＜月６曰 导师签名：时间年＆月＾日 I 摘要 位于新疆维吾尔自治区天山北麓西部特昭盆地的特克斯县，为伊犁哈萨克自治州直属县，是一 个以牧为主、农牧结合的山区县。近年来，特克斯县以全域旅游、全域绿色为发展方向，旅游业发 展速度及质量不断提升，县域经济稳步增长，并入选2016年11月公布的国家全域旅游示范区第二 批创建名单，特克斯县迎来了重大的历史发展机遇与挑战。尽管特克斯县旅游业发展势头好，但在 2019年国家全域旅游示范区验收工作中未能入围。这说明，特克斯县域旅游发展与全域旅游理念要 求之间仍有一定差距，尚存在一些问题亟待解决。在此契机下，文章基于当前大众旅游和“供给侧 改革”的社会背景，结合全域旅游理念及相关要求，运用实地考察法、文献资料法、定性与定量分 析结合法等，对特克斯县域旅游开发展开研究，以期推动特克斯县全域旅游发展及县域经济转型升 级。全文由八个章节构成：第一章绪论，从宏观层面梳理研究背景、意义、国内外研究现状等。第 二章阐述县域经济、县域旅游、全域旅游的概念内涵，县域旅游与全域旅游的关系及相关理论基础。 第三章，结合全域旅游理念对特克斯县域旅游资源赋存进行分类及评价，并从政府主导，企业参与， 居民支持，游客感知及经济贡献五个方面对特克斯县域旅游开发现状进行分析。第四章结合全域旅 游理念及相关要求分析特克斯县域旅游开发存在的突出问题及原因。第五章承上启下，从全局出发 分析特克斯县进行全域旅游开发的必要性，提出开发的目标定位与原则引领后续旅游开发工作。第 六章通过上述对特克斯县域旅游开发的整体把握，针对考察中发现的问题，提出“全产业”融合和 “全领域”联动两条开发路径及其具体实施措施。第七章全域旅游视角下特克斯县域旅游开发支撑 保障体系，全方位为特克斯县域旅游开发相关工作的顺利进行提供保障基础。第八章结论与展望。 经调研得知，特克斯县具有优质而丰富的自然、人文及社会旅游资源，旅游资源特色鲜明、类 型多样，涵盖8个主类，26个亚类，49个基本类型，约120个代表资源，全域旅游发展潜力大。旅 游产品集聚，政府、企业、居民的参与度与游客满意度均较高，旅游业对县域经济发展贡献大，全 域旅游发展是大势所趋。由于特克斯县域旅游总体开发力度不足；旅游相关产业融合不够；资源利 用缺乏统筹规划；旅游管理体系渗透力弱，导致其旅游开发存在旅游产品发展结构不均衡、旅游产 业要素不健全、旅游资源利用不尽合理、执行力水平略显不足等问题。为解决特克斯县域旅游开发 问题，提出“全产业”融合及“全领域”联动两条县域旅游开发路径，通过把握资源、产品、市场、 技术和政策因素，加强产业融合，促进“文化业围绕旅游创特色，农业围绕旅游增价值，工商业围 绕旅游出产品，服务业围绕旅游提质量”的全产业融合开发态势，未来要积极实现“融合共生”， 将旅游融入不同的产业形成新业态，走“旅游+”的发展之路，并列举了“旅游＋农牧业、文化业、 工业、康养、环保、体育、互联网”等融合开发途径，进而提出通过县际政府联动、旅游企业联动、 景区资源联动，优势互补，形成合力，避免恶性竞争，实现差异化、特色化、共生式全域旅游发展 新局面。并从旅游政策与法规、旅游人才与营销、旅游基础设施与服务、旅游安全与监管四个层面 完善旅游开发保障体系。研究对于特克斯县全域旅游及县域经济的发展具有一定的参考价值。 关键词：县域旅游；全域旅游；特克斯县 II Abstract Object:LocatedintheXinjiangUygurAutonomousRegion,theTurksCounty,intheTeZhaoBasin, westofthenorthernfootoftheTianshanMountains,isacountydirectlyundertheYiliKazakh AutonomousPrefecture.Inrecentyears,TurksCountyhastakenthedevelopmentofglobaltourismand globalgreenasthedirectionoftourismdevelopment.Thespeedandqualityofthetourismindustryhave beencontinuouslyimproved,andthecountyeconomyhasachievedsteadygrowth.Ithasbeenselectedas thesecondbatchofnationalcomprehensivetourismdemonstrationzonesannouncedinNovember2016. TurksCountyTourismhasusheredinmajorhistoricaldevelopmentopportunitiesandchallenges.Although thetourismindustryinTurksCountyhasagoodmomentumofdevelopment,itfailedtobeshortlistedin theacceptanceinspectionofthenationalnationaltourismdemonstrationzonein2019.Thisshowsthat thereisstillacertaingapbetweenthedevelopmentofTurksCountytourismandtherequirementsofthe conceptofglobaltourism,andtherearestillsomeproblemsthatneedtoberesolved.
