I 摘要 近年来,随着中国国际化的程度和人民生活水平的不断提升,国际进、出口贸易 和交流愈加密切、愈加频繁,包括国家对外开放的政策红利不断释放使得国际快递业 务需求不断增长。F快递作为知名的国际快递服务提供商,通过其空运网络运输的 进、出口快件量近年来也随之猛增,随着海关陆续出台了清关规范和操作场地要求的 公告,要求企业的日常操作愈加规范化,因进口清关流程、现场操作业务情景复杂、 货物的监管模式多样,使得海关对快件的监管难度和管理的复杂程度越来越高。对于 此种现状,转运中心监管海关提出要以进口货物的管理为切入点,分析当前F快递亚 太转运中心华南进口快件货物运营过程中的业务现状和监管难点,运用信息化、现代 化管理的理念、货物流与信息流整合监管的思维,进一步提升海关对快件物流监管的 水平,优化海关监管与服务。构建适应企业运营要求的快件智能化监管系统,达到海 关规范执法严肃性即具备对每票进口快件进行全程跟踪、实时监控的能力要求,并可 以通过监管系统掌握每一票快件的即时状态与流向。 本文综述了亚太转运中心智能化监管系统需求的背景和国内、外相关管理系统的 研究情况,分析和描述了企业、海关在日常生产运作中存在的问题,并对企业操作流 程、海关监管的需求进行了整理。从智能化监管系统规划,包括监管系统的使用现状 和不足,总体功能需求和建设意义;企业与海关双方的需求分析,包括设计原则和功 能模块的需求分析;系统的设计和实现,包括作业流程图和作业模块功能描述;实施 过程管理,包括需求、设计、开发和运行阶段的安排;以及质量控制和运维保障,包 括功能测试和技术保障支持的角度出发,拟定系统开发方向和功能模块需求。本文还 运用了结构化分析、系统化设计方法来完成系统的整体布局与功能模块设计。 亚太转运中心智能化监管系统设置车辆管理模块、机检管理模块、运单号管理模 块、核放单业务管理模块和海关业务管理模块,海关和企业共同使用此智能化系统, 最终形成统一和完整的货物流监管链条,实现了海关和企业通过统一的系统相互联 动,不仅提高了进口快件的通关效率,也起到海关对车辆和快件进、出转运中心有效 监管的作用。 关键词:智能监管系统;卡口管理;进口快件 广东工业大学硕士学位论文 II Abstract In recent years, with China's degree of internationalization and the continuous improvement of people's living standards, international import and export foreign trade and exchanges have become closer and more frequent, including the continuous release of the policy bonus of the country's opening to the outside world, which has led to an increasing demand for international express delivery services.
