：网络经济给传统电力行业带来巨大冲击，商业模式面临调 整和变革。2019年初，国家电网为培育新的增长动能，适应传统产业 与互联网加速融合的趋势，充分发挥电网企业的资源优势，提出了建 设泛在电力物联网的战略，作为省属国资地方电网的陕西地电集团公 司也在2019年工作会议上提出努力打造一流智能配电网，利用物联 网、人工智能等众多信息通信技术和模式，对集团及辅业多经单元相 关业务进行赋能，因此，需要构建一套基于现代信息技术的实物资产 管理系统，提升管理效率。 本文基于以上的背景，首先，查阅大量文献，研究国内外实物管 理的现状，结合陕西地电集团实物管理特点及实物管理中存在的问题， 通过分析RFID电子标签及其在资产实物管理中应用，引入RFID技术 对集团实物进行标识管理，构建实物资产管理系统。其次，利用实物 资产管理系统，巩固实物的集中管理、制度化成果，实现实物资产的 多种管理功能，构建业财联动式的实物资产管理体系。最后，提出建 立陕西地电集团实物资产管理系统的保障措施和达到的预期效果。 该管理系统以资产实物为核心、以RFID为主线、以手机端和电 脑端的管控平台为应用载体，建立起一套适合本集团各成员单位的完 整实物管理模式，将实物资产管理纳入最新的物联网+应用框架中来， 填补了长期以来集团资产实物管理在相关技术、系统方面的空白，提 II 升实物管理规范化、专业化水平。改变了集团资产实物业务管理和价 值管理的现状，使资产价值管理始终依靠实物管理；实现资产管理跨 部门、跨单位的多方面协作，有效地促进了集团资产管理的整个生命 周期，形成了资产实物管理的新局面，为企业经营管理打下良好的基 础。对类似于陕西地电集团类型的国资企业应用RFID技术进行资产 实物管理，改变传统资产实物管理模式，全面提升实物资产管理水平 具有一定的帮助。 关键词：实物管理；RFID；实物系统；保障措施 III DESIGN AND APPLICATION OF RFID PHYSICAL ASSET MANAGEMENT SYSTEM IN ?
