I 摘要 党的十九大报告提出“完善职业教育和培训体系,深化产教融合、校企一体”, 这是对新时代我国职业教育培训工作作出的新部署,同时也为人力资源强国指明 了方向。2019年3月28日,国家发展改革委、教育部发布《建设产教融合型企 业实施办法(试行)》。明确产教融合型企业承担培养技术技能型人才的重要责 任。我国从人力资源大国迈进人力资源强国,关键是人才的培养。人才培养的主 要方式是教育和培训。职业教育和培训是为国家、企业培养技术技能型人才的重 要渠道。 本文通过梳理K集团现有职业培训体系,运用个别访谈、问卷调查、数据 分析等方法进行分析研究,指出K集团现有职业培训体系与K集团产业转型升 级不匹配、培训内容和培训形式单一、培训工作精细化程度不够、培训中心管理 人员不足且队伍老化、培训费用收缴制度不完善、培训评估机制不完善等问题。 通过职业培训体系相关文献研究,结合产教融合型企业K集团产业转型升级的 背景,从产教融合的角度出发,构建了职业培训机制体制、师资队伍建设、培训 需求分析、创新培训形式、培训评估体系、培训平台建设六个模块,形成了一套 集“资源共享、人才共育、过程共管、成果共享、责任共担、互惠共赢”和“人 才培训、社会服务、国际交流合作、企业传承创新、技术研究”为一体的独具特 色的产教融合职业培训体系。 关键词:产教融合;职业培训;职业培训体系;构建;K集团 Abstract II Abstract Thereportofthe19thNationalCongressoftheCommunistPartyofChinaput forwardthe“improvementofvocationaleducationandtrainingsystem,deepeningthe integrationofproductionandeducation,integrationofschoolsandenterprises”.This isanewdeploymentofvocationaleducationandtraininginthenewera,andalso pointedoutthedirectionforthecountrywithstronghumanresources.OnMarch28th, 2019,theNationalDevelopmentandReformCommissionandtheMinistryof Educationpromulgatedthe“ImplementationMeasuresfortheConstructionof IntegratedEnterprisesofIndustryandEducation(Trial)”.Itisclearthattheenterprise ofindustryandeducationintegrationisresponsibleforthecultivationoftechnicaland technicalpersonnel.China'sprogressfromalargehumanresourcecountrytoastrong humanresourcecountry,thekeyisthecultivationoftalents.Themainwayoftraining talentsiseducationandtraining.Vocationaleducationandtrainingareimportant channelsforcultivatingtechnicalandskilledtalentsforcountriesandenterprises. Thispaperanalyzesandresearchesthecurrentvocationaltrainingsystemofthe KGroupbyusingindividualinterviews,questionnaires,anddataanalysis.Itpoints outthattheexistingvocationaltrainingsystemoftheKGroupdoesnotmatchthe industrialtransformationandupgradingoftheKGroup.Insufficientrefinementof training,insufficientmanagementstaffinthetrainingcenterandagingteam, incompletetrainingfeecollectionsystem,andincompletetrainingevaluation mechanism.Basedontheliteratureresearchofthevocationaltrainingsystemandthe backgroundoftheindustrialtransformationandupgradingoftheK-Group,fromthe perspectiveoftheintegrationofindustryandeducation,avocationaltraining mechanismsystem,theconstructionofteachers,analysisoftrainingneeds,innovative trainingforms,andtrainingevaluationsystemandthetrainingplatformbuildsix modules,formingasetof"resourcesharing,talenttraining,processmanagement, resultssharing,responsibilitysharing,mutualbenefitandwin-win"and"talent training,socialservices,internationalexchangeandcooperation,enterprises inheritanceofinnovation,technicalresearch"asawhole,auniqueindustry-education integrationvocationaltrainingsystem.
