工业园区建设能够有效带动园区周边区域经济发展，在激活市场、增加就业、 带动税收、形成产业规模等方面有着重要作用，是推动地方经济高质量发展的“引 擎”和动力。但同时，工业园区从规划、建设，到运行、维护，每个阶段都需要 数额巨大的资金投入，融资工作成为园区发展过程中不可或缺的重要环节，也是 保障园区快速崛起、规模发展的关键性因素。只有从园区和资金需求实际出发， 科学实施融资策略，统筹推进融资工作，园区发展才能有充足的资金保障，顺利 达成园区既定发展目标。 论文以日照市岚山工业园区融资平台实施融资活动为研究对象，运用投融资 相关理论，结合园区基本情况和发展现状，对园区建设和发展中遇到的融资难题 进行梳理分析，认为当前园区整体资金需求量巨大，但具体融资行为存在渠道单 一不畅、园区资产固化严重、财政资金效果不佳、企业融资能力不足、银行贷款 政策收紧和金融市场服务滞后等一系列限制性因素，制约园区资金筹措。在科学 融资理论的指导下，结合当前国家宏观金融政策，论文提出了理顺投融资体制、 构建高效投融资体系、加强投融资创新力、拓展丰富融资渠道和加快推动融资平 台改革等多项针对性提升策略，并围绕园区管理方、企业、政府和金融机构等主 体制定了多项保障性措施，以企有效解决园区融资难题，提升融资能力，推动园 区持续快速发展。 关键词：工业园区；基础设施；融资策略 硕士学位论文 Researchon FinancingStrategyofLanshanIndustrialParkinRizhaoCity Professional:BusinessAdministration Master'sdegree:MaTao Instructors:JinQingmei Abstract Theconstructionofindustrialparkscaneffectivelypromotetheeconomic developmentofthesurroundingareasoftheparks.Itplaysanimportantrolein activatingthemarket,increasingemployment,drivingtaxation,andformingindustrial scale.Itisthe“engine”anddrivingforceforthehigh-qualitydevelopmentofthelocal economy.Butatthesametime,theindustrialparkrequireshugeamountsofcapital investmentateverystagefromplanning,constructiontooperationandmaintenance.
