近年,中国PPP项目爆发式增长,主要集中于市政道路、轨道交通、水环境治理等 公共基础设施建设。PPP项目作为当下的新合作模式,起步晚,呈现出监管制度不完善、 绩效考核机制不健全,责任划分不明确等问题。PPP项目绩效考核有别于传统的企业绩 效考核机制,工程建设甲方作为考核主体,对PPP项目建设阶段和运营阶段的项目建设、 岗位设置、运营效率进行考核,鉴于PPP项目自身特征,导致PPP项目在建设和运营阶 段,绩效考核机制缺乏独立性、时间具有可预见性、执行能力差、激励方式单一、监督 机构S乏等问题。 PPP项目建设周期长、涉及领域宽泛、施工工艺差异化、多部门监管,难以形成一 套统一的考核机制,导致PPP项目考核体系不完善;政府部门作为PPP项目合作方之一, 担任绩效考核主体,缺少绩效考核监管机构,导致绩效考核缺乏独立性;PPP项目合同 明确规定考核时间和方式,导致绩效考核具有可预见性、考核形式单一;PPP项目绩效 考核指标不明确、执行力度差,导致绩效考核流于形式;PPP项目作为近几年新型建设 模式,缺少绩效考核激励机制,难以带动项目公司积极性。 本文采用案例分析的研究方法,对F公司水环境治理PPP项目绩效考核体系进行研 宄分析。首先通过理论研究绩效考核的概念及考核指标、PPP项目绩效考核指标的局限 性及影响、完善PPP项目绩效考核体系的研究;其次,通过研宄实际案例,分析F公司 水环境治理绩效考核体系的现状,分析F公司绩效考核体系中存在的问题及造成缺陷的 原因;最后,结合理论和实际研宄,探究优化F公司绩效考核体系的有效措施。 F公司水环境治理PPP项目的社会投资方,针对该项目建设运营过程中绩效考核面 临的问题,提出通过引入第三方监督机构,提高绩效考核体系的独立性;结合定期考核 和随机考核的方式,提高PPP项目考核体系的不可预见性;细化绩效考核指标,加大激 励力度,丰富激励形式,提高绩效考核执行力。充分利用PPP的新模式,推进公共基础 设施建设。 关键词:水环境治理;PPP项目;绩效考核 I ABSTRACT Inrecentyears,thenumberofPPPprojectsinChinahasexploded,mainlyfocusingon theconstructionofmunicipalroads,railtransit,waterenvironmentmanagementandother publicinfrastructure.Asanewcooperationmodelatpresent,PPPprojectstartslate, presentingproblemssuchasimperfectsupervisionsystem,imperfectperformanceappraisal mechanismandunclearresponsibilitydivision.ThePPPprojectperformanceevaluationis differentfromthetraditionalenterpriseperformanceevaluationmechanism,theconstruction ofpartyaasthemainbody,evaluationofthePPPprojectconstructionphaseandoperation phaseoftheprojectconstruction,postsetting,operationefficiencyevaluation,inviewofthe PPPprojecttheirowncharacteristics,leadingtothePPPprojectintheconstructionand operationphase,performanceevaluationmechanismislackofindependence,predictabletime, poorabilitytoexecute,theincentivesofasingle,lackofsupervisioninstitution. PPPprojecthasalongconstructionperiod,involvesawiderangeoffields,different constructiontechniquesandmulti-departmentsupervision,whichmakesitdifficulttoforma unifiedassessmentmechanism,leadingtotheimperfectassessmentsystemofPPPproject.As oneofthePPPprojectpartners,thegovernmentdepartmentservesasthemainbodyof performanceappraisal,andthelackofperformanceappraisalsupervisioninstitutionleadsto thelackofindependenceofperformanceappraisal.PPPprojectcontractsdearlyspecifythe assessmenttimeandmethod,resultinginpredictableperformanceassessmentandsingleform ofassessment;TheperformanceappraisalindexofPPPprojectisnotclearandtheexecution ispoor,whichleadstotheformalismofperformanceappraisal.Asanewconstructionmodel inrecentyears,theperformanceappraisalandincentivemethodofPPPprojectisnotenough, whichisdifficulttodrivetheenthusiasmoftheprojectcompany. Thispaperadoptstheresearchmethodofcasestudytostudyandanalyzethe performanceappraisalsystemofFcompany 'swaterenvironmentgovernancePPP project. Firstly,throughtheoreticalresearchontheconceptandassessmentindicatorsofperformance appraisal,thelimitationandinfluenceofperformanceappraisalindicatorsofPPPprojects, II andtheresearchonimprovingtheperformanceappraisalsystemofPPPprojects;Secondly, bystudyingactualcases,thestatusquoofFcompany^waterenvironmentgovernance performanceappraisalsystemwasanalyzed,andtheexistingproblemsandcausesofdefects inFcompanysperformanceappraisalsystemwereanalyzed.Finally,combinedwith theoreticalandpracticalresearch,effectivemeasurestooptimizetheperformanceappraisal systemofFcompanywereexplored. ThesocialinvestorofthePPPprojectofwaterenvironmentmanagementofFcompany proposedtoimprovetheindependenceoftheperformanceappraisalsystembyintroducinga third-partysupervisionagencyinviewoftheproblemsfacedbyperformanceappraisalduring theconstructionandoperationoftheproject.ImprovetheunpredictabilityofPPPproject assessmentsystembycombiningregularassessmentandrandomassessment.Refine performanceappraisalindicators,increaseincentiveintensity,enrichincentiveforms,improve performanceappraisalexecution.WewillmakefulluseofthenewPPPmodeltopromotethe developmentofpublicinfrastructure.
