在我国将军民融合发展战略上升为国家战略的背景下,促使政府加速推动 军民融合、产业融合的发展模式,传统军工企业面临着战略调整,组织结构变 革等问題,当下,电子元器件市场竞争已到了白热化阶段,军工企业如何在竞 争激烈的市场下,巩固并开拓市场,是目前所要考虑的首要问题,是“抱团取 暖”还是“资源整合”,都需要根据国家的战略指导,国家未来的发展趋势以 及我国现阶段所处形势来进行战略上的调整。通过利用战略管理的分析手段, 为企业谋划一条新的出路,壮大企业发展,增强核心竞争力,成为业界翘楚, 推动我国电子元器件行业发展,提升我国电子元器件行业技术创新水平。 本文的主要研宄内容包括:首先,回顾和整理国内外有关军民融合发展的 相关研宄和案例,借鉴国外军民融合模式的经验,总结军民融合发展的路径方 式,并结合我国实施军民融合发展战略的不足,为发现企业在实施军民融合发 展战略中的不足提供理论依据;其次,对军民融合战略、发展战略和战略转型 的概念进行界定,并对产业融合以及企业战略转型的形成以及发展方向进行梳 理,充实本文的理论依据;最后,对企业实施军民融合战略进行多维度多角度 的内外部条件分析,分别从以下几个方面进行:宏观环境、行业环境、竞争环 境、资源、能力以及价值链等,通过分析,提出企业的军民融合战略目标,选 择符合企业自身情况的军民融合的战略模式,并构建企业军民融合发展战略的 实施路径以及保障措施。 本文的研究结论是:军民融合发展战略在我国的军工企业中实施得效果并 未达到预期效果,由于企业从顶层设计的缺乏到老旧的管理模式,以及落后的 信息系统建设,都是制约军民融合发展战略实施的重要因素,企业需要从内到 外循序渐进的进行改变和改革,从优化组织结构,提升人才资源管理到加强对 信息建设的投入以及对内部控制节约成本等方面逐步达到企业的战略目标,并 提出战略实施的参考模式以及实施路径。 本文的主要创新之处在于:基于国家战略的指导之下,对军民融合进入企 业之后的战略实施路径,如何与企业发展密切结合提出实施方案,并对战略实 施中所出现的风险进行分析和防范。 关键词:军民融合;发展战略;电子元器件企业;XY电子军工企业 I Abstract UnderthebackgroundthatChina-UStradewarisgettingtenseandChina's military-civilianintegrationdevelopmentstrategyhasrisentoanationalstrategy,the governmentisacceleratingthedevelopmentmodelofmilitary-civilianintegrationand industrialintegration.Traditionalmilitaiyenterprisesarefacedwithproblemssuchas strategicadjustmentandorganizationalstructurereform.Atpresent,thecompetition intheelectroniccomponentsmarkethasreachedastageofA^iite-hot.Howto consolidateanddevelopthemarketinahighlycompetitivemarketistheprimary issuetobeconsideredatthemoment,whetheritis"holdingthegrouptowarmup,5or uresourceintegration,\Strategicguidance,thecountry!sfuturedevelopmenttrends andthesituationinChinaatthisstagetomakestrategicadjustments.Throughtheuse ofstrategicmanagementanalysismethods,thecompanyplansanewwayout, strengthensthedevelopmentofenterprises,enhancesthecorecompetitiveness, becomestheleaderoftheindustry,promotesthedevelopmentofChina'selectronic componentsindustry,andenhancesthetechnologicalinnovationlevelofChina's electroniccomponentsindustry.
