“人才资源是第一资源”,医护人员被誉为“没有翅膀的天使”是医 院最宝贵的财富,也是医院最重要的卫生资源。进入二十一世纪之后,我 国开始推行医疗改革,全国大型公立医院在保持公益性的同时开始快速发 展,迅速扩大规模,就诊人数持续增长,医疗收入也逐年增加。十九大报 告中提出“实施健康中国”战略,要促进“人口红利”更多转化为“健康红利”, 护理人力资源是健康中国的重要保证。随着2016年二孩政策的全面实施及 人口老龄化问题的提前到来,这些都对医疗行业提出更多挑战,现有的医 护人员已满足不了日益增长的就医需求和医院发展,与此同时过高的护理 人员流失率,导致了更加严重的护理人员短缺和护理人力资源危机,加剧 了护理人员的工作量,造成更多的人员流失,形成恶性循环。因此,在当今 护理人员供不应求的医疗环境中,如何有效减少护理人员的流失问题已经 成为C医院管理者亟待解决的问题。 本文着眼于C医院护理人员流失问题,通过文献综述法、实地访谈法、 问卷调查法,对C医院护理人员的流失问题展开调查和分析,并对调查结 果进行了统计,发现造成C医院护理人员流失问题的主要因素有护理人员 薪酬体系设计不合理、护理人员职业压力大、忽视护理人员的成长与发展、 岗位晋升困难、人际关系不和谐等方面。本文针对调查所得提出适度减轻 护理人员工作压力、加强医院文化建设增强护理人员归属感、提升薪酬福 II 利和绩效管理水平、建立科学晋升制度、制定个性化培训方案和体系、帮 助护理人员制定职业生涯规划等对策来稳定C医院护理队伍,减少C医院 护理人员的流失,确保C医院的可持续和健康发展。一方面可以为C医院 解决当前护理人员的高流失问题提供指导,另一方面也可为国内同类型医 院解决类似问题提供参考,切实提高医院的人力资源管理水平。 关键词:人员流失护理人员C医院 III STUDYONTHELOSSOFNURSINGSTAFF INCHOSPITALANDITS COUNTERMEASURE ABSTRACT "Humanresourcesarethefirstresource",medicalstaffknownas"angel withoutwings"isthemostvaluablewealthofthehospital,butalsothemost importanthealthresourcesofthehospital.Sincethebeginningofthiscentury, Chinahascarriedoutthemedicalreform,whilemaintainingthepublicwelfare, thedevelopmentspeedoflargepublichospitalsinChinahasbeenaccelerated rapidly,thescalehasexpandedrapidly,thenumberofpatientshasincreased yearbyyear,andthemedicalincomehasalsoreachednewhighs.Accordingto thereportofthe19thNationalCongressoftheCommunistPartyofChina,itis necessarytopromotethetransformationof"demographicdividend"into"health dividend"inordertoimplementthestrategyofhealthyChina.Withthefull implementationofthetwochildpolicyin2016andtheearlyarrivalofthe problemofpopulationaging,thesehaveputforwardmorechallengestothe medicalindustry.Theexistingmedicalstaffcannotmeetthegrowingdemand formedicaltreatmentandthedevelopmentofthehospital.Atthesametime,the highturnoverrateofnursingstaffhasledtoamoreseriousshortageofnursing staffandthecrisisofnursinghumanresources,whichaggravatestheshortageof nursingstaffWorkload,resultinginmorestaffloss,formingaviciouscircle. Therefore,howtoeffectivelyreducethelossofnursingstaffhasbecomean urgentproblemforthemanagersofChospital. ThispaperfocusesontheproblemofnursingstaffturnoverinChospital. Throughliteraturereview,on-the-spotinterviewandquestionnairesurvey,this paperinvestigatesandanalyzestheproblemofnursingstaffturnoverinC hospital,andmakesstatisticsonthesurveyresults.Itisfoundthatthemain IV factorscausingthelossofnursingstaffinChospitalareunreasonabledesignof nursingstaffsalarysystem,highoccupationalpressureofnursingstaffand neglectofnursingPersonnelgrowthanddevelopment,postpromotion difficulties,interpersonaldisharmonyandsoon.Accordingtothesurveyresults, thispaperproposestostrengthentheconstructionofhospitalculture,enhance thesenseofbelongingofnursingstaff,improvethelevelofsalaryandwelfare andperformancemanagement,establishascientificpromotionsystem, formulatepersonalizedtrainingprogramsandsystems,andhelpnursingstaff formulatecareerplanningtostabilizethenursingteamofChospital,reducethe lossofnursingstaffinChospital,andensurethesustainabilityandhealthofC hospitaldevelopment.Ontheonehand,thisstudyprovidescorresponding improvementsuggestionsfortheproblemofhighturnoverofnursingstaffinC hospital,ontheotherhand,italsoprovidescertainreferencevalueforsimilar organizations,whichmakesthehospitalhumanresourcemanagementliterature moreabundant.
