I 摘要 我国船舶工业近年来发展迅猛,而做为国家海上行政执法的主要装备——公务船 的发展速度又领先于其它类型的船舶,同时公务船的发展可以带动上下游数百个行业。 我国海岸线长3.2万公里,与邻国在海洋划界、海洋资源开发等方面仍然存在诸多分歧, 国家海洋安全形势不容乐观。公务船做为国家海上行政执法利器,长期以来一直得到 了国家的大力支持。HS公司做为国内公务船建造的重要基地,曾经承担了一半国家公 务船建造任务。现今,公务船市场变幻莫测,如何利用公司优质资源、识别公务船当 前的发展形势、找准发展策略是HS公司的当务之急。 公务船是HS公司重要战略性产品,战略调整和转型关系到HS公司未来在公务船 领域的市场地位及其在船舶行业的市场地位。随着船舶市场竞争趋于白热化,HS公司 原有的经营战略难以适应新的市场需求及新的公务船竞争环境。 本论文运用了文献研究法、波特五例模型分析法、PEST分析战略研究方法进行分 析。介绍了HS公司现状、公务船现状,对全球船舶市场、国内船舶市场、公务船市场 环境及HS公司公务船市场定位进行了详细阐述。对用船单位、设备供应商、潜在进入 者、替代品及竞争者,内部环境和现有的资源进行分析,从中发现公务船市场整体情 况。运用SWOT分析工具,分析HS公司公务船的战略匹配度,提出HS公司公务船战 略的目标、阶段和措施。本文重点从三个方面介绍HS公司公务船战略调整的实施,一、 市场跟踪战略调整的实施,力争由被动跟单变为主动接单,加强薄弱船型及国外公务 跟踪;二、技术创新战略调整的实施,使得HS公司公务船建造能力更适合国家公务船 的规划;三、低成本战略的实施,低成本战略可以使HS公司保持在公务船市场上绝对 的优势,及可持续发展。 HS公司做为国家重要的公务船建造基地,战略调整有利于引导国内公务船向技术 领先、质量可靠、装备精良的方向发展。 关健词:公务船、战略调整、SWOT分析、技术创新、低成本 广东工业大学硕士学位论文 II Abstract China's shipbuilding industry has been developing rapidly in recent years. As the main equipment of national maritime administrative law enforcement, the development speed of official ships is ahead of other types of ships. Meanwhile, the development of official ships can drive hundreds of upstream and downstream industries. With a coastline of 32,000 kilometers, China still has many differences with its neighbors in maritime delimitation and exploitation of Marine resources, and the national maritime security situation is not optimistic. As an effective tool of maritime administrative law enforcement, government ships have been supported by the state for a long time. As an important base for the construction of domestic official vessels, HS company once undertook half of the construction tasks of national official vessels. Nowadays, the official ship market is unpredictable. How to make use of the company's high-quality resources, identify the current development situation of the official ship, and find out the development strategy is the top priority of HS company. Official ship is an important strategic product of HS company. Strategic adjustment and transformation are related to the future market position of HS company in the official ship field and the market position in the shipping industry. With the ship market competition becoming more and more intense, it is the general trend to adjust the original business strategy of HS company to meet the new market demand and adapt to the new business ship competition environment. This paper USES the literature research method, porter's five case model analysis method, PEST analysis strategy research method to analyze. This paper introduces the status quo of HS company and the status quo of official ships, and expounds in detail the global ship market, domestic ship market, market environment of official ships and the position of HS company in the official ships market. Analyze the ship owners, equipment suppliers, potential entrants, substitutes and competitors, internal environment and existing resources to discover the overall situation of the business ship market. Using SWOT analysis tool, analyze the strategic matching degree of HS company's official ship, and put forward the objectives, stages and measures of HS company's official ship strategy. This paper mainly introduces the implementation of the strategic adjustment of the business ship of HS company from three aspects. First, the implementation of the strategic adjustment of market Abstract III tracking, and strive to change from passive tracking to active receiving orders, and strengthen the weak ship types and foreign official tracking. The implementation of technological innovation and strategic adjustment, so that the official vessel construction capacity of HS company is more suitable for the national official vessel planning; Implementation of low-cost strategy. The low-cost strategy can enable HS company to maintain an absolute advantage in the market of official vessels and achieve sustainable development. As an important construction base for government vessels, HS company's strategic adjustment is conducive to guiding domestic government vessels to develop in the direction of advanced technology, reliable quality and sophisticated equipment.
