I 摘要 拖轮作为海上常规拖带的必要工具,在进出港拖带以及长航作业过程中使用频 率是非常之频繁的。整个拖轮作业过程中存在着许多不确定的复杂因素,都有可能导 致许多人身伤害以及机械损伤事故的发生,而本文的研究对象——秦港船舶分公司 就是一家以拖轮为主要作业工具的港口服务生产型单位,随着近些年作业任务的不 断增加,海上作业所呈现出的事故逐渐增加,这种形势下,对于该公司的安全文化建 设过程也就显得任重而道远,其对于日常安全安全生产的必要性也就显得尤为重要。 而对于生产企业的安全文化建设过程中,需要对整个公司的员工的人身安全负责,以 及提高秦港船舶分公司在运营过程的高效和活力具有重要意义。 文章以秦皇岛港股份有限公司船舶分公司为研究对象,依照秦港船舶分公司的 生产经营状态,在对公司进行大型问卷调查、了解公司实际安全文化建设的状况以及 分析主要缺陷的基础上,提出了进行安全文化评价的必要性,并确立了船舶分公司的 安全文化的具体实施框架。 首先,对于秦港船舶分公司的大的安全框架模式进行分析概括,然后具体分析出 其研究的实现基矗与此同时,这篇文章的实际价值是根据秦港船舶分公司的现实情 况来阐述的。 其次,分析了秦港船舶分公司目前的安全文化建设情况,指出了在建设和实施安 全文化方面存在的问题,并分析了问题的根源。 最后,将秦港船舶分公司的安全文化状况分成若干个多级指标,进行指标权重的 确定,然后再进行多级模糊综合评价,形成具体的评价数据,来分析具体的安全文化 指标情况,提出相应的改进措施。对进一步提升秦港船舶分公司的安全文化建设具有 重要的指导意义。 关键词:安全文化;层次分析法;模糊综合评价;水上船舶作业 燕山大学工商管理硕士学位论文 II Abstract The tugboat is an essential tool for conventional towing of the sea,and the frequency of use in towing and long-haul operations is very frequent.There are many uncertain and complicated factors in the whole tug operation,which may lead to many personal injuries and mechanical damage accidents.The main body of Qingang Ship Branch discussed in this paper is a port service production with tug as the main working tool. Type units,with the increasing number of tasks in recent years,the number of accidents presented by offshore operations has gradually increased. Under such circumstances,the company’s safety culture construction process has a long way to go,and it is a daily safety. The need for safe production is especially important. For the safety culture construction process of production enterprises,it is necessary to be responsible for the personal safety of the employees of the whole company and to improve the efficiency and vitality of the operation process of Qinang Shipbuilding Branch. Based on qinhuangdao port co., LTD., ship branch as the research object, according to the Qin Gang ship branch of production and management state, in a large-scale questionnaire survey to the company, understand the condition of a company actual safety culture construction, and based on the analysis of the main defects, puts forward the necessity of safety culture evaluation, and establishes a branch of ship safety culture of the concrete implementation framework. Firstly, this paper analyzes and summarizes the security framework model of qingang ship branch company, and then analyzes the basis of its research. At the same time, the actual value of this article is based on the actual situation of qingang ship branch to elaborate. Secondly, this paper analyzes the current situation of safety culture construction in qingang ship branch company, points out the existing problems in construction and implementation of safety culture, and analyzes the root causes of the problems. Finally, the safety culture status of qingang ship branch is divided into several multi- level indicators, the weight of analysis is determined, and then the multi-level fuzzy comprehensive evaluation is carried out to form specific data results, to analyze the specific safety culture indicators, and put forward corresponding improvement measures.
