-I- 摘要 随着国有企业改革的不断深入,我国经济从外向型经济逐步转入内需型经济, 沿海省份的港口资源整合实现阶段性目标,基本实现“一省一港”的格局,秦港船 舶分公司作为以拖轮为主要作业工具的港口服务生产型单位,随着近些年港口吞吐 量的逐年稳定,港口拖带任务趋近饱满,秦港船舶分公司与周边港口拖轮公司之间 市场竞争明显增加。落后的薪酬体系已经导致了部分员工辞职跳槽现象的发生,加 之现行的薪酬体系陈旧繁琐,月度薪酬核计发放已经不能适应新形势下员工的绩效 评价和激励机制。除了需要创新管理理念,优化管理体系,更需要有科学合理、适 应企业发展的薪酬体系。 本文以秦港船舶分公司为研究对象,结合秦港船舶分公司的生产经营目标,对 公司进行问卷调查,实地走访相关工作人员后,了解公司实际薪酬体系运行过程中 职工关切和影响生产效率亟待解决的问题,在结合国内外的许多专家学者的薪酬理 论的基础上,基于战略导向性原则、公平性原则、市场化原则、适度原则、合法性 原则、非经济薪酬激励原则,对薪酬优化提出了原则性的优化意见,确立了船舶分 公司薪酬优化具体实施程序。通过要素计分法和海氏评价法的有机结合对薪酬体系 进行了一系列的薪酬优化,并对构建船舶分公司员工薪酬体系优化的后还需注意和 不断改进的环节进行了说明。通过薪酬体系的优化改善,员工满意度不断提升,积 极性得到较大改观,对提升公司管理效率,改进管理方式具有重要的指导意义。 关键词:薪酬体系;要素计分法;海氏评价法;满意度 燕山大学工商管理硕士学位论文 -II- Abstract Withthecontinuousdeepeningofthereformofstate-ownedenterprises,mycountry’ seconomyhasgraduallyshiftedfromanexport-orientedeconomytoadomesticdemand economy.Theintegrationofportresourcesincoastalprovinceshasachievedphasedgoals andbasicallyachievedthe“oneprovince,oneport”pattern.Portserviceproductionunits thatusetugboatsastheirmainoperatingtools,asportthroughputhasstabilizedyearby yearinrecentyears,porttowingtaskshavebecomefuller,andmarketcompetition betweenQingangShippingBranchandsurroundingporttugboatcompanieshasincreased significantly.Thebackwardremunerationsystemhasledtothephenomenonofsome employeesresignandchangejobs.Inaddition,thecurrentremunerationsystemis outdatedandcumbersome,andmonthlyremunerationcalculationscannolongeradaptto theperformanceevaluationandincentivemechanismofemployeesunderthenew situation.Inadditiontotheneedtoinnovatemanagementconceptsandoptimizethe managementsystem,itisalsonecessarytohaveascientificandreasonablesalarysystem thatadaptstothedevelopmentoftheenterprise. ThisarticletakesQingangShippingBranchastheresearchobject,combinedwiththe productionandoperationobjectivesofQingangShippingBranch,andconductsa questionnairesurveyonthecompany.Afteron-siteinterviewswithrelevantstaff,itis urgenttounderstandtheconcernsofemployeesandtheimpactonproductionefficiency duringtheoperationofthecompany’sactualsalarysystem.Theproblemtobesolvedis basedonthecompensationtheoryofmanyexpertsandscholarsathomeandabroad, basedontheprincipleofstrategicguidance,fairness,marketization,moderation,legality, andnon-economiccompensationincentiveprinciples,andproposescompensation optimizationTheprincipledoptimizationopinionswereestablished,andthespecific implementationproceduresforthesalaryoptimizationoftheshippingbranchwere established.ThroughtheorganiccombinationofthefactorscoringmethodandtheHai's evaluationmethod,aseriesofsalaryoptimizationshavebeencarriedoutonthesalary system,andthelinksthatneedattentionandcontinuousimprovementafterthe Abstact -III- constructionoftheshipbranch'semployeesalarysystemareoptimizedareexplained.
