I 摘要 近年来,为有效减少和避免重特大安全事故,政府对安全生产提出了更高的 标准,加大了对企业的安全监督检查力度,要求企业增加安全投入和应用安全新 技术,建立完善和科学的安全管理体系,强化安全管理的薄弱环节,消除管理盲 区,促使企业切实履行好主体责任,营造安全生产的环境氛围。2018年3月,国 际标准化组织发布了ISO45001:2018职业健康安全管理体系标准,企业按照 ISO45001标准的要求建设安全管理体系,可以有效的提高企业自身的安全管理水 平,减少安全隐患,促使企业安全生产持续良性发展。 目前,项目管理技术已经被广泛应用于各行各业,例如工程建设、大型设备 的研发、军工武器研发、企业新产品开发等,利用项目进度管理的理论和技术对 项目实行管理,可以达到缩短工期和优化成本等效果。同时项目进度管理理论也 向其他学科领域延伸融合,展现出其管理项目的科学性、优越性,与此同时,项 目进度管理的理论体系也逐渐完善,日臻成熟。把建设大型企业的安全管理体系 作为研究对象,运用项目进度管理的理论对其进行研究,可以确保企业安全管理 体系建设的完整性和有效性。 本文以D汽车公司ISO45001职业健康安全管理体系建设项目为研究对象,引 入项目进度管理的方法,研究D汽车公司安全管理体系建设项目的进度管理改进 问题。本文首先阐述项目的研究背景、职业健康安全管理体系标准以及项目管理 的相关理论,其次,通过分析D汽车制造公司安全管理体系项目前期的进度管理 现状,找出项目建设过程中存在的问题,剖析原因,借助工作分解结构、计划评 审技术、关键线路法等项目进度管理方法,对D汽车公司该项目的进度管理过程 展开研究,提出相应的解决措施和进度管理优化改进方案。然后,进行实施效果 对比分析,得出结论。总结发现,通过应用项目进度管理理论,缩短了项目工期, 提升了D汽车公司体系导入质量,提高了效率,为D汽车公司ISO45001职业健 康安全管理体系建设项目管理提供指导,同时也为其他企业建立管理体系提供一 定的参考依据。 关键词:项目管理,职业健康安全管理体系,进度管理 ABSTRACT II ABSTRACT In recent years, in order to effectively reduce and avoid major workplace accidents, the government has putted forward higher standards on production safety, strengthened the safety supervision and inspection of the enterprise, and required enterprises to complete the following construction:(1)increase investment in safety and new safety technologies,(2)build a sound and scientific safety management system, (3)strengthen weak links in safety management,(4) eliminate blind spots in management, (5)encourage enterprises to fulfill their main responsibilities ,(6) create an environment for safe production. The international organization for standardization has issued iso45001:2018 occupational health and safety management system standards. In accordance with the requirements of ISO45001, the construction of safety management system can effectively improve the safety management level of enterprises, reduce safety hazards, and promote the sustainable and sound development of safe production. At present, project management technology has been widely used in various fields, such as engineering construction,research and development of large-scale equipment, research and development of military weapons, enterprise new product development,etc. Enterprises use the theory and technology of project schedule management to implement project management, which can achieve the effect of shortening the time limit and optimizing the cost. At the same time, the theory of project schedule management has also been extended to other disciplines, showing the scientific and superiority of project management. Meanwhile, the theoretical system of project schedule management has also been gradually improved and matured. Taking the construction of large-scale enterprise’s safety management system as a research object and studying it with the theory of project schedule management can ensure the integrity and effectiveness of the construction of an enterprise’s safety management system. This paper takes the ISO45001 occupational health and safety management system construction project of D automobile company as the research object, adopts the methods of literature research, case analysis and comparative analysis, introduces the theory and technology of project schedule management, and studies the progress ABSTRACT III management and control process of D automobile company’s safety management system construction project .Firstly, this paper describes the research background, occupational health and safety management system standards and relevant theories of project management. Secondly, by analyzing the current status of the progress management of D automobile company’s safety management system project , find out the problems existing in the project construction process, analyze the reasons. At the same time ,with the help of work breakdown structure, plan review technology, key line method and other project schedule management methods,this paper studies the progress management process of D automobile company, and puts forward the corresponding solution and improvement plan of progress management optimization.
