人力资源配置在人力资源管理中占据重要地位,决定着人力资源是否可以发 挥其作用。烟草行业存在的诸多不利于队伍建设的因素,如行业延续多年内部子 女招聘等近亲繁殖问题、安置退役士兵低门槛准入、原有人员素质良莠不齐、整 体队伍素质与能力结构较低等一系列问题亟待解决。目前在 XN 烟草专卖局当 中,其当前所进行的人力资源管理出现了一定的问题,包括人员的分布状况与不 同工作岗位的需求状况并不匹配的现象,员工人数总量冗杂,导致其人员组成跟 业务发展并不匹配的状况,以及员工素质难以符合市场需要的状况,还有人力资 源的成本持续性上升等问题,对于 XN 烟草局而言,这些问题均很难解决,阻碍 着该局未来的发展。基于此背景,本文以 XN 烟草专卖局作为案例进行分析,研 究在该局当中的人力资源配置状况,用理论与实践相结合,从该局的人力资源配 置的当前状况作为切入点,研究目前该局存在的不足,并给出具备一定可行性的 改进措施,使其充分发挥人才竞争优势,全面提升经营业绩和管理水平。 本文基于国内外的综合研究,首先在深入剖析人力资源管理相关概念的基础 上,借助 PEST 模型、波特五力模型和 SWOT 分析方法对 XN 烟草专卖局的发 展环境加以分析,明确研究对象所处的发展环境;其次,在需求层次理论、双因 素理论、成就需要激励理论及公平理论的指导下,运用案例分析法对现阶段 XN 烟草专卖局在人力资源管理方面存在人员总量与结构同业务发展需求不适应、人 员分布与实际岗位需求不相称、员工素质与市场竞争要求不匹配以及人力资源成 本负担不断攀升等问题进行分析,这些问题的存在严重限制了 XN 烟草专卖局的 人力资源质量;再次,从人力资源组织结构、人力资源引进与培养、人力资源配 置机制以及富余人员安置等方面提出了 XN 烟草专卖局人力资源配置优化的具 体措施;最后,为了确保优化措施得以有效落实,分别从推进企业信息化建设、 推进标准流程和制度建设以及塑造人力资源管理的文化氛围三个方面提出了具 体的保障措施。 希望通过本文的研究能够引起 XN 烟草专卖局管理者对人力资源配置工作 的重视,促使 XN 烟草专卖局加大其人力资源管理改革力度,支持各项优化人力 资源配置的举措,提升其人力资源效能以及业务水平,最终提升其在地区的竞争 能力。 关键词:烟草专卖局;人力资源;资源配置;案例分析;优化方案昆明理工大学专业学位硕士(在职)学位论文 XN 烟草专卖局人力资源配置优化研究 II Abstract Human resource allocation plays an important role in human resource management, which determines whether human resource can play its role. There are many factors that are not conducive to team building in the tobacco industry, such as inbreeding problems such as recruitment of children within the industry for many years, low entry threshold for the placement of ex-soldiers, uneven quality of original personnel, and low quality and ability structure of the overall team, which need to be solved urgently. Currently in XN tobacco monopoly bureau, of its current human resources management appeared some problems, including the personnel distribution did not match with the demand of different jobs, total number of employees's mad, causes the team does not match with the business development, as well as the quality of employees is difficult to met the need of the market situation, and continuous rise in the cost of human resources, for XN core positions, these problems are difficult to solve, hindering the agency's future development. Based on this background, this paper takes XN tobacco monopoly bureau is analyzed, as a case study in the bureau of human resource allocation situation, by combining theory with practice, from the bureau of human resources configuration of the current situation as the breakthrough point, studies the shortage of the agency and give a feasible improvement measures, make them give full play to the talent competition advantage, improve business performance and management level. Based on the comprehensive research at home and abroad, this paper firstly analyzes the development environment of XN Tobacco Monopoly Administration with the help of PEST model, Porter's Five Forces model and SWOT analysis method on the basis of in-depth analysis of relevant concepts of human resource management, so as to clarify the development environment of the research object. Finally, in order to ensure the effective implementation of optimization measures, specific safeguard measures are put forward from three aspects: promoting the construction of enterprise informatization, promoting the construction of standard process and system, and shaping the cultural atmosphere of human resource management. Hope that through this article research can cause XN tobacco monopoly bureau manager's emphasis on human resource configuration, prompting XN tobacco monopoly bureau will intensify reform of its human resources management, support the optimize allocation of human resources, improve the efficiency of human resources and business level, to enhance its competitive power in the region.
