随着民办高校数量的增加,规模的扩大,提高民办高校的办学质量已经成为重中 之重,民办学校行政机构的管理能力与行政人员的业务水平直接关系到学校的竞争优 势水平的提升,而行政机构部门的绩效考评是如今学校组织管理体系中最重要也是最 为薄弱的一部分。学校行政工作者绩效考评是与学校行政管理改革相联系的,针对改 变学校行政人员的工作与服务态度,是能够有效促进学校行政效率的提升的。目前, 学校行政人员绩效考评是其人力资源管理体系重要组成部分,它与管理学、组织行为 学和社会学等均存在十分紧密的联系。因此,必须从不同方面、视角来增强对学校行 政人员绩效考核的分析力度。 笔者主要从绩效管理理论出发,以成果管理作为理论研究基础,利用收集较多材 料与访谈等一系列资料,以民办高校—ZQ学院作为实例,对该校的行政人员绩效考核 情况进行全方位分析。本文重点阐述了ZQ学院行政机构绩效考评状况,归纳了其在考 评过程中面临的缺陷及问题,以及这些问题对学校行政管理效率所产生的影响。并在 此基础上根据ZQ学院行政机构绩效考评过程中存在的问题来提出相应的策略。具体来 说,笔者以平衡计分卡作为基础,以AHP法等方法为基础来构建学校行政绩效考核体 系,通过共性和特性相融合的方式,把各个学校行政机构的“职责职能履行”等绩效 指标进行细化,并以ZQ院校的某一机构作为实例,基于该校行政绩效管理的现状来构 建完善的绩效考体系,分配对应的权数,而且建立了考核环节的绩效考核流程内容, 以期能够为后期学者提供一些理论参考。 本文的内容结构主要包括以下六个部分:第一部分为绪论,包括研究意义、方法、 内容和创新点;第二部分为研究的理论基础与文献综述。其理论基础包括绩效考核应 遵循的基本原则、绩效考核方法。第三部分为民办高校行政部门绩效考核现状与问题 的研究实例分析。笔者选取ZQ学院为例,对该学校的行政部门绩效考核的现状进行分 析;并在此基础上对高校行政部门绩效考核存在问题及其原因进行分析。第四部分为 针对研究实例的高校行政部门绩效考核体系构建。具体包括高校行政部门绩效考核体 系建立原则和目标;高校行政部门绩效考核指标体系的构建;高校行政部门绩效考核 指标权重的确定;高校行政部门绩效考核体系的应用。第五部分为高校行政部门绩效 体系的保障措施,笔者提出以下五个方面的对策建议:营造高绩效意识的校园文化氛 围、人力资源管理体制创新、优化整合设计绩效考核流程、绩效考评参与者的培训与 动员、贯彻绩效管理制度的策略。第六部分为研究结论和实践启示。 关键词:民办高校;行政人员;绩效考核;指标体系 高校行政部门绩效考核体系改进研究 ABSTRACT Atpresent,themanagementabilityofschooladministrativeinstitutionsandthe professionallevelofadministrativepersonnelaredirectlyrelatedtotheimprovementofthe levelofcompetitiveadvantageoftheschool,andtheperformanceevaluationof administrativeinstitutionsisthemostimportantandtheweakestpartoftheschool managementsystem.Theperformanceappraisalofschooladministratorsisrelatedtothe reformofschooladministration.Tochangetheworkandserviceattitudeofschool administratorscaneffectivelypromotetheimprovementofschooladministrationefficiency. Atpresent,theperformanceevaluationofschooladministratorsisanimportantpartofits humanresourcemanagementsystem,whichiscloselyrelatedtomanagement, organizationalbehaviorandsociology.Therefore,itisnecessarytostrengthentheanalysis oftheperformanceappraisalofschooladministratorsfromdifferentaspectsand perspectives. Theauthormainlystartsfromtheperformancemanagementtheory,takesthe achievementmanagementasthetheoreticalresearchfoundation,USESthecollectionmany materialsandtheinterviewandsoonaseriesofmaterials,takestheZQinstituteasthe example,carriesontheomni-directionalanalysistothisschool'sadministrativepersonnel performanceappraisalsituation.ThispaperfocusesontheperformanceappraisalofZQ college'sadministrativeinstitutions,summarizesthedefectsandproblemsintheappraisal process,andtheimpactoftheseproblemsontheefficiencyofschooladministration.On thisbasis,accordingtotheproblemsexistingintheperformanceevaluationprocessofZQ collegeadministration,thecorrespondingstrategiesareproposed.Specifically,basedonthe balancedscorecardasthefoundation,basedontheAHPmethodandothermethodstobuild theschooladministrativeperformanceevaluationsystem,throughthewayofcombiningthe commonnessandcharacteristicsoftheadministrativeagenciesoftheschools"functionto performtheresponsibility"performanceindicatorssuchasthinning,andwithZQ institutionsofaparticularinstitutionasinstance,basedonthestatusquooftheschool administrativeperformancemanagementtobuildtheperfectperformanceexamination system,allocationofthecorrespondingweighting,andestablishedtheappraisallink performanceappraisalprocess,inordertoprovidesometheoreticalreferencetolater scholars. Thecontentstructureofthispapermainlyincludesthefollowingsixparts:thefirstpart istheintroduction,includingresearchsignificance,method,contentandinnovation;The secondpartisthetheoreticalbasisandliteraturereview.Thetheoreticalbasisincludesthe basicprinciplesandmethodsofperformanceappraisal.Thethirdpartisacasestudyofthe currentsituationandproblemsoftheperformanceappraisaloftheadministrative departmentsofcollegesanduniversities.TheauthorselectedZQcollegeasanexampleto analyzethecurrentsituationoftheperformanceappraisaloftheadministrativedepartment oftheschool.Andonthisbasistheperformanceappraisaloftheadministrativedepartments ofcollegesanduniversitiesproblemsandtheircausesareanalyzed.Thefourthpartisthe constructionoftheperformanceappraisalsystemfortheadministrativedepartmentsof collegesanduniversities.Specifically,itincludestheestablishmentprinciplesand objectivesoftheperformanceappraisalsystemoftheadministrativedepartmentsof collegesanduniversities.Constructionoftheperformanceappraisalindexsystemofthe administrativedepartmentsofcollegesanduniversities;Thedeterminationoftheweightof theperformanceappraisalindexoftheadministrativedepartmentsofcollegesand universities;Theapplicationofperformanceappraisalsysteminadministrativedepartments ofcollegesanduniversities.Thefifthpartistheadministrativedepartmentofthe 河北地质大学硕士学位论文 performanceofthesystemofsafeguardmeasures,theauthoralsoputsforwardseveral Suggestionsonthefollowingfiveaspects:createahighperformanceconsciousnessof campusculturalatmosphere,humanresourcesmanagementsysteminnovation,optimizethe designoftheintegratedperformanceappraisalprocess,trainingandmobilizationofthe participantsintheperformanceevaluation,andcarryoutstrategyperformancemanagement system.Thesixthpartistheresearchconclusionandpracticalenlightenment.
