“5G”指的是即将到来的第五代无线网络技术。2019 年 6 月 6 日,工信部 正式向中国四大运营商发放 5G 商用牌照,同年 10 月 31 日,三大电信运营商共 同宣布 5G 商用服务启用,它标志着将从自动驾驶到智慧家庭、智慧社区,从虚 拟现实到全球互联等各个场景都要重新建立个人及公共的的生活服务标准,这也 标志着全球的 5G 浪潮即将席卷全球的千家万户。 我国电信运营商之一的中国 D 公司,是全球网络规模最大、客户数量最多、 品牌价值和市值排名位居前列的电信运营企业。在 5G 时代的大背景下,对中国 D 公司河北省分公司(以下简称河北省 D 公司)的外部环境、内部环境、行业 环境等因素进行分析,找出在目前环境下河北省 D 公司存在的机遇与挑战,提 出河北省 D 公司在 5G 背景下的发展战略实施的建议,有利于河北省 D 公司在 5G 背景下保持持续稳步的发展,使其持续保持河北省三大运营商的领头地位。 同时对其他运营商的发展均有重大的借鉴意义。 本文首先通过文献综述的方法,对运营商目前战略及 5G 方面的研究进行系 统性的梳理,找出目前研究的结果以及存在的短板。其次,利用 PSET、波特五 力模型、SWOT 分析法,对河北省 D 公司目前所处的内外部环境进行综合性分 析,得出各个阶段应该采取的战略建议。然后构建 AHP 综合评价体系,对目前 河北省 D 公司的影响因素进行两两比较,构建总体战略四边形,最终得出河北 省 D 公司应采取的战略为 WO 进取型战略,即要充分把握目前存在的机遇,并 且努力克服自身的劣势,要充分发挥品牌优势,打造基于客户的个性化产品服务, 建设精品网络,加强科技人才队伍的建设。同时提出其在营销结构、5G 网络布 局及投资、人力资源、组织架构等方面的战略实施保障建议。 关键词:5G;发展战略;通信产业河北地质大学硕士学位论文 III ABSTRACT "5G" refers to the upcoming fifth-generation wireless network technology. On June 6, 2019, the Ministry of Industry and Information Technology(MIIT)issued 5G licenses to China's four major telecom providers. On October 31 of the same year, the three major telecom providers jointly announced the launch of 5G commercial services. It not only marks the re-establishment of personal and public life service standards in every scene, from autopilot to smart home and smart community, from virtual reality to global interconnection, but also marks the fact that global 5G wave is about to sweep across millions of households around the world. As one of China's telecom providers, China D Company has the largest network scale, the highest number of customers and a leading brand value and market value on a global scale. Against the backdrop of 5G expansion, the external, internal and industry environment of hebei Branch of China D Company (hereinafter referred to as Hebei D Company) have been analyzed to find out the opportunities and challenges under the current circumstance. It also puts forward suggestions on the implementation of development strategy, which is conducive to maintain a steady development and sustain its leading position among three major telecom providers in Hebei province.At the same time, other telecom carriers can also use for reference. In this paper, firstly, through literature review, by analyzing the current strategy , providers’ current correlated strategy and 5G research systematically, research results and shortcomings have been found. Then, the SWOT analysis of PSET Porter's five Forces model is used to comprehensively analyze the internal and external environment of Hebei D Company to obtain strategic suggestions that should be adopted in each stage. After that, the AHP comprehensive evaluation system is constructed, influence factors of Hebei D Company are compared in pairs, and the overall strategy quadrilateral is constructed. Finally, it is concluded that the strategy should be adopted by Hebei D Company is WO aggressive strategy, which means to fully serize current opportunities, make great efforts on overcoming their own disadvantages, take advantage of established brand, build customer-based personalized products and services, build high-quality network, and strengthen technological personnel construction.
