2019 年 6 月 6 日,工业和信息化部正式向三大运营商和中国广电发放 5G 商用牌 照,标志着我国正式进入 5G 时代。随着增强/虚拟现实、自动驾驶、工业互联网、智慧 城市等领域的快速发展,70%~80%的业务需求将发生在边缘场景,客户对大带宽、低时 延的要求将越来越高。因此,数据中心的建设将成为 5G 时代网络基础设施建设的重点, 在政策推动与应用场景快速发展的影响下,数据中心行业进入了新一轮的扩张期,预计 到 2022 年,全球数据中心行业市场规模有望突破 800 亿美元。数据中心规模的不断扩 张,以及“云边端”协同发展,使 U 公司数据中心的网络复杂度、运营成本大幅增加, 网络服务供给效率到达瓶颈,面对这些挑战,U 公司围绕客户感知和体验,为进一步提 升企业的市场竞争力,势必要进行网络运营模式的变革。本文将从 U 公司数据中心业务 流程入手,进行业务流程优化的尝试,为更好地提升数据中心运营效率、保障服务质量, 提供一个合理的解决方案。 业务流程重组(Business Process Reengineering,简称 BPR)理论在 1994 年由迈克 尔·哈默和詹姆斯·钱皮提出,在管理学研究的推进和各大企业的有效实践中逐渐成熟, 被公认为改善企业经营能力、提高企业竞争力的有效理论之一。纵观电信行业的发展, 高效、可靠的网络运营和网络服务提供是核心竞争力的基础,本文将依托 BPR 理论对 U 公司数据中心业务运营模式进行深入研究,分析其数据中心业务流程优化的必要性, 以强化网络运营能力、提升网络服务供给效率为目标,重新设计其数据中心业务运营体 系,使其运营模式向创造价值、极速支撑的方向转变,并提高网络运行质量、降低网络 运营成本、为客户提供更有力的支撑和更优质的服务,并构建具有优良作风和匹配流程 优化后的组织架构。 关键词:数据中心;网络运营;流程重组II ABSTRACT On June 6, 2019, the Ministry of Industry and Information Technology officially issued 5G commercial licenses to the three major operators and China Radio and Television, marking that China has officially entered the 5G era. With the rapid development of augmented / virtual reality, autonomous driving, industrial internet, smart cities and other fields, 70% to 80% of business needs will occur in edge scenarios, and customers will have higher and higher requirements for large bandwidth and low latency. Therefore, the construction of the data center will become the focus of network infrastructure construction in the 5G era. Under the influence of policy promotion and rapid development of application scenarios, the data center industry has entered a new round of expansion period. The market size is expected to exceed 80 billion US dollars. The continuous expansion of the scale of the data center and the coordinated development of the "cloud side" have greatly increased the network complexity and operating costs of U company's data center, and the network service supply efficiency has reached a bottleneck. In the face of these challenges, U company revolves around customer perception and experience in order to further enhance the market competitiveness of enterprises, it is necessary to change the network operation model. This article will start with the U company's data center business process and try to reorganize the business process to provide a reasonable solution to better improve the data center operation efficiency and ensure service quality. The Business Process Reengineering (BPR) theory was proposed by Michael Hammer and James Champy in 1994. It gradually matured in the advancement of management research and the effective practice of major companies, and is widely recognized as an improvement in business management. One of the effective theories to improve the competitiveness of enterprises. Throughout the development of the telecommunications industry, efficient and reliable network operations and network service provision are the basis of core competitiveness. This article will rely on BPR theory to conduct an in-depth studyoftheUcompany’s datacenter business operation model and analyze the reorganization of its data center business opening process Necessity, with the goal of strengthening network operation capabilities and improving network service supply efficiency, redesign its data center business operation system, transform its operation model to create value and support fast, and improve network operation quality and reduce network operation costs, provide stronger support and better service for customers, and build an organizational structure with excellent style and matching process reorganization.
