当今时代,信息化技术对社会发展的推动作用日益显著,信息化成为引领 创新和驱动转型的先导力量,国家信息化发展战略中提出以信息化驱动现代化 为主线,以建设网络强国为目标,着力增强国家信息化发展能力,着力提高信 息化应用水平。国家电网公司是特大型国有重点骨干企业,国家电网公司将信 息化建设纳入企业发展战略,把信息化建设作为增强企业核心竞争力、实现管 理创新、推进电网工业转变、加快科学发展的重要抓手。 南瑞信通公司是国家电网公司下属企业,是国家电网公司系统内承担信息 化建设任务的主力军。南瑞信通公司的经营目标不仅是创造经济效益,同时也 肩负着能源行业信息技术引领者的重要使命。目前南瑞信通公司项目管控能力 与著名互联网企业相比还有较大差距,信息化项目绩效管理水平不高,呈现项 目数量多、营业收入高、项目利润率低的现象。经分析,确定评价对象选取不 恰当与评价指标设计不合理是造成南瑞信通公司信息化项目绩效管理水平低的 主要原因。因此,计划设计并实施信息化项目群绩效评价方案,从而提升南瑞 信通公司信息化项目绩效管理水平。 本文基于项目管理理论、激励理论和绩效管理理论开展研究。首先,分析 南瑞信通公司项目管理现状,通过问卷调查方式查找南瑞信通公司信息化项目 绩效问题,通过项目经理访谈分析信息化项目绩效管理问题成因。其次,针对 信息化项目中体量较大的实施类、研发类项目,提出组建信息化项目群,以项 目群为单位开展绩效评价的解决方案。该绩效评价方案内容包括:确定组建信 息化项目群的原则、标准和流程,结合企业发展战略应用平衡计分卡选择信息 化项目群绩效评价指标,选用德尔菲法和AHP层次分析法测算指标权重,制定 信息化项目群PDCA(P计划、D实施、C评价、A处理)绩效管理循环流程。最 后,提出信息化项目群绩效评价实施保障措施。 关键词:信息化项目,项目群,绩效评价,平衡计分卡 MBA学位论文 作者:张浩 南瑞信通公司信息化项目群绩效评价研究 II RESEARCH ON PERFORMANCE EVALUATION OF NARI INFORMATION & TELECOMMUNICATION CORPORATION'S INFORMATIZATION PROGRAM Abstract In today's era, information technology has played an increasingly significant role in promoting social development. Information technology has become a leading force pushing innovation and driving transformation. In the national information development strategy, it is proposed to use information to drive modernization as the main line, with the goal of building a strong network nation, strengthening national information development capabilities, focusing on improving the level of information application. The State Grid Corporation of China is a key state-owned key enterprise. The State Grid Corporation of China has incorporated informatization construction into its development strategy, taking informatization construction as an important starting point for enhancing the core competitiveness of enterprises, achieving management innovation, promoting the transformation of the power grid industry, and accelerating scientific development . NARI information & telecommunication Corporation is a subsidiary of State Grid Corporation of China, and it is the main force for undertaking information construction tasks in the State Grid Corporation system. NARI's business objective is not only to create economic benefits, but also to shoulder the important mission as information technology leaders in the energy industry. At present, compared with other well-known Internet companies, the project management and control ability of NARI information & telecommunication Corporation still has a comparatively large gap, and the performance management of informatization is at a low level, showing a large number of projects, high operating income and low project profitability. After analysis, it is determined that the selection of evaluation objects is not appropriate and the unreasonable design of evaluation indicators is the main reason for the low level of informatization project performance management of NARI information & telecommunication Corporation. This dissertation is based on the theory of project management, incentive and performance management. First, the dissertation analyzes the current status of NARI information & telecommunication Corporation's project management, and through questionnaire survey and interviews with project managers, researches and analyzation on the causes of NARI information & telecommunication Corporation's informatization project performance management can be implemented. Secondly, for the large-scale implementation and research and development projects in informatization projects, it is proposed to set up informatization program and carry out performance evaluation solutions based on program. The performance evaluation scheme include the principles、standards and procedures for the formation of informatization program should be determined, combined with the enterprise development strategy, the balanced scorecard should be applied to select the performance evaluation indicators of the informatization program, select the AHP analytic method to determine the index weights, the Informatization program PDCA (P plan, D do, C check, A act) cyclical process of performance management should be formulated.
